Authorization for the Program and its four phases is described. The Program is illustrated graphically and compared with U.S. EPA's Superfund program. Responsibilities of Air Force components are delineated. The types of actions that may be implemented, including emergency responses, simple removals, remedial actions, and long term monitoring, are described. The Management Guidance presents site evaluation, planning, decision-making, documentation, administration and community relations procedures to be used by Air Force components in successfully implementing those actions. The Installation Restoration Program (IRP) Management Plan provides guidance on the management and execution of the Army IRP and supplements roles, responsibilities, and procedures contained in Army Regulation 200-1 and the accompanying Department of the Army Pamphlet 200-1 (DA PAM 200-1). Note: The DA PAM 200-1 is being published and currently is only available in draft. This management plan implements the Army's IRP in accordance with the Department of Defense's Management Guidance for the Defense Environmental Restoration Program (March 1998). It applies to activities that are located in the states of the U.S., territories, and the District of Columbia. This document is not applicable to Army restoration activities overseas, the Base Realignment and Closure (BRAC) Environmental Restoration Program or the Formerly Used Defense Sites (FUDS) Restoration Program.
