However, the discourse produced by the state and political parties on immigrants' participation is predominantly concerned with civic mobilisation and the involvement in organisations initiated by immigrants themselves. This paper addressing the less debated topic of immigrants' political participation acts therefore as a counterbalance to these discussions. In research special attention has been dedicated to the correlation between immigrants' participation and integration. The widespread claim that ethnic and religious immigrant associations trigger segregation and hinder integration into German society has been refuted by recent studies affirming the incorporation of active immigrants (e.g. Thränhardt 1999). As immigrants' participation has been proofed to be an important means to promote immigrant integration it deserves further academic attention. It appeals to me to observe and research immigrants as active, contributing individuals to our society. This perspectival manner of immigrants' representation endeavours to distract attention from the mainly cultural and problematic discourse that exists concerning the issue of migration in Germany. With the theoretical insights of Patrick Ireland among others the immigrants' mobilisation research field has been expanded to the influence of the institutional setting provided by the German state granting political participation opportunities to immigrants. This paper will especially answer the questions how the institutions and practices offered by the German government influences the participation of immigrants in the political sphere

Political participation is a central component in all democratic systems, since citizen involvement is a prerequisite for assuring the lehitimacy of the system. Research on political participation has long acknowledged that this involvement cannot be restricted to elections. Nonetheless, the different institutional systems found in the established democracies create different possibilities and axpectations for citizen engagement beyond the vote. This goes not only for how much involvement is expected, but also for the ways in which citizens should be involved in political matters. In this study, the author examines how the institutional context affects various aspects of political participation in a comparative anallysis of 18 established European democracies. The aspects analysed include the dimensionality of participation, country-level differences in the rates of participation, the characteristics of the participants, and the institutional incentives for participation. The results suggest that the institutional context affects key aspects of political participation. However, the precise impact frequently runs counter to the theoretical expectations. The study hereby challenges some of the central theoretical assumptions of political science for how institutional openness affects patterns of political participation.

As violent conflicts become increasingly intra-state rather than inter-state, international migration has rendered them increasingly transnational, as protagonists from each side find themselves in new countries of residence. The book covers different aspects of life in the host country, including the family dimension, the labour market and political participation as well as social integration. Why do some migrants integrate quickly, while others become long-term minorities? What is the role of the state in the settlement process? To what extent are experiences in the past different from the present? Are the recent migrants really integrating in another way than those in the past? Is Islam indeed an obstacle to integration? These are some of the burning questions, which dominate the current politicized debate on immigration in Western Europe. In this book, leading historians and social scientists analyze and compare a variety of settlement processes in past and present migration to Western Europe. Identifying general factors in the process of adaptation of new immigrants, the contributors trace social changes effected by recent European immigration, and the parallels with the great American migration of the 1880s-1920s. The history of migration to Western Europe and the way these migrants found their place in the receiving societies, is not only essential to understand the way nations deal with newcomers in the present, but also constitutes a highly interesting laboratory for different paths of integration now and then. By analyzing and comparing a wealth of settlement processes both in the past and in the present this book is both a bold interdisciplinary endeavor, and at the same time the first attempt to identify general factors underlying the way migrants adapt to their new surroundings, as well as how societies change under the influence of immigration. The chapters in the book both look at specific groups in various periods, but also analyses the structure of the state, churches unions and other important organized actors in Western European nation states. Moreover, the results are embedded in the more theoretical American literature on the comparison of old and new migrants.
