This paper explores institutional issues that frequently arise in rural roads projects or components. It is based upon a review of experience with some 50 World Bank-financed projects containing rural road components. Its objective is to provide guidance to project designers and program planners on factors which should be taken into account in establishing the institutional framework for rural roads planning, construction, and maintenance. It also addresses the institutional issues raised by rural roads projects under three broad headings. First, it considers the place of rural roads within the broader policy environment and the issues which may need to be addressed at this level. Secondly, the paper considers institutional issues that relate to the choice among organizational options for project execution. The third part of the paper deals in greater detail with the role of local participation in rural roads projects.

"Rural infrastructure is critical to both economic and social development. Its absence thwarts growth and, typically, the poor are those hurt the most. The purpose of this paper is to serve as a basis for knowledge management on rural infrastructure." In the 1970s, the primary, if not the unique, objective of rural infrastructure lending was to get rural infrastructure built. However, the institutional aspects of how this infrastructure was to be built, and later how it would be operated and maintained, did not receive much attention. Only recently has poverty alleviation through employment creation become an explicit objective of rural infrastructure investments. This review tracks the poverty alleviation objective of rural infrastructure projects using three criteria: 1. whether poverty was an explicit criterion in the selection of specific sub-projects; 2. whether poverty was addressed in the pricing of rural infrastructure services; and 3. whether poverty was addressed through the creation of employment.

Rural roads play a crucial role in the economic and social development of societies, linking rural communities to education, health services and markets. During the last decade, considerable efforts have been made to evaluate the benefits of rural road investment in developing countries. Although outputs of these studies have led to a global rethinking of traditional road appraisal methods, limited attempts have been made to integrate these findings to the rural road management process. For the sustainable management of rural roads, social, institutional, technical, economic and environmental aspects should be considered under a long term perspective. The current practice in developing countries is that only some of these key sustainable aspects are being considered in the management process. In addition, rural roads maintenance management is commonly performed under a short term basis, not considering the life cycle costs and benefits in the economic analysis and project prioritization. Available management tools and studies have essentially focused their efforts on improving technical and economic aspects of low-volume roads. Whereas, the common practice observed in face of limited resources and lack of technical skills is that decisions are made under a political short term perspective. This research is directed at the development of an applied and practical system for the sustainable management of rural road networks in developing countries.
