A widely shared belief among many policy makers, educators, parents, and the general public is that microcomputers have the potential to help pull U.S. education out of its current state of mediocrity (National Commission on Excellence in Education, 1983), and subsequently improve its quality. A number of barriers, however, impede the widespread implementation of microcomputers in classrooms. Along with cost, the major barrier to full implementation is the lack of knowledge possessed by researchers and educational practitioners alike regarding the nature of the knowledge, skills, and attitudes a teacher must have to use microcomputers successfully in classroom instruction. This paper addresses the standard implied in such an evaluation, that is, the nature of 'successful' classroom microcomputer use that might be embodied in the teaching of widely recognized, expert or master teachers. From the teachers' standpoint, microcomputers are an educational technology used as an instructional tool. Thus, the application of the instruction tool should be central to such an evaluation, within the broader context of ongoing classroom instruction.

This monograph for teachers addresses two emerging areas in the computing field--providing inservice training in microcomputer use for the general teaching population, and integrating the use of microcomputers into the overall curriculum. A three-phase exploratory study was conducted to make available to British Columbia schools the best in microcomputer hardware, to assist project coordinators and teachers in the integration of microcomputer courseware into the established curriculum, and to evaluate the project. In the first phase, the Apple II Plus with 48K was selected for use, 12 pilot sites were chosen from the 50 proposals submitted, and inservice training was provided for teachers. The second phase concentrated on the integration of courseware into the curriculum and the development of quality curriculum-related courseware. In addition to serving as a center for the gathering and sharing of information on instructional uses of microcomputers, the project team from JEM Research developed an index of educational courseware for the Apple II, a courseware evaluation instrument for use by curriculum selection committees, and a reference manual with guidelines for courseware development. The third phase, running concurrently with the second, continued research into hardware, software, courseware, and applications; provided field liaison services; and surveyed participants to identify microcomputer uses, teacher preparedness, opinions, and perceived needs. Survey data, conclusions, and recommendations conclude the report. A literature search and a 57-item bibliography are attached. (LLS)

The lack of adequately trained teachers presents a major obstacle to the effective instructional uses of microcomputers in schools. For example, a survey of all school districts in California revealed that over 60 percent of the teachers using computers were either unprepared or inadequately prepared. Over three-fourths of the districts not using computers reported that faculty had practically no preparation in instructional computer use. This shortage of trained teachers is clearly evidenced not only in California, but in other states. Moreover, a few districts have the facilities, resources, staff, and reward structure to offer a systematic training program for microcomputer-based instruction. A second factor is the number of teachers who require training. Although the number of computer-related courses offered at teacher-training institutions is increasing, the vast majority of teachers do not receive this preservice education in computer use. For example, in a national survey of 1200 teachers, only 11 percent reported receiving some computer training in college or university.
