Cet ouvrage interroge les enjeux professionnels et politiques de la fabrication urbaine au Maroc, en Algérie et en Tunisie. This book demonstrates how agriculture can play a determining role in integrated, climate-optimised urban development. Agriculture within urban growth centres today is more than an economic or social left-over or a niche practice. It is instead a complex system that offers multiple potentials for interaction with the urban system. Urban open space and agriculture can be linked to a productive green infrastructure – this forms new urban-rural linkages in the urbanizing region and helps shape the city. But in order to do this, agriculture has to be seen as an integral part of the urban fabric and it has to be put on the local agenda. Quel rôle un chercheur peut-il se donner face à l’urbanisation accélérée ? Comment interroger ou accompagner des politiques urbaines et de lutte contre la pauvreté, souvent défaillantes ? C’est à ces questions que s’est confrontée Françoise Navez-Bouchanine dans ses nombreux ouvrages et engagements consacrés aux mondes urbains. Sociologue, formée en Belgique, elle a été une observatrice attentive, obstinée et exigeante des transformations contemporaines dans les villes du Sud et surtout au Maroc – où elle a vécu une grande partie de sa vie –sans négliger le Nord. Elle s’est particulièrement intéressée aux quartiers populaires, aux bidonvilles, à l’habitat « clandestin », à ces espaces à « faible légitimité» selon l’expression de son maître Jean Rémy, à leurs habitants, à leurs pratiques, à leur place dans les projets d’aménagement dont elle a analysé avec une acuité critique les volontés de mise à la norme systématisée. Françoise Navez-Bouchanine circula ainsi dans une pluralité de mondes, en variant ses engagements professionnels : monde de la recherche, de la transmission, des études, de la consultante, du conseil, du projet. Son parcours est exemplaire d’« une sociologie partie-prenante » telle qu’elle l’a théorisée ou de celui de « chercheur-engagé », de « militant de la réforme urbaine ».La richesse et la diversité des contributions font ici écho à ce parcours emblématique. On y trouvera des articles de chercheurs et de praticiens sur l’urbain dans des pays tels que le Maroc, l’Algérie, l’Égypte, la Turquie ou la France, le Canada et l’Italie. This book explores the traces of the passage of time on the protracted and intractable conflict of Western Sahara. The authors offer a multilevel analysis of recent developments from the global to the local scenes, including the collapse of the architecture of the UN-led conflict resolution process, the advent of the War on Terror to the the Sahara-Sahel area and the impact of the ‘Arab Spring’ and growing regional security instability. Special attention is devoted to changes in the Western Sahara territory annexed by Morocco and the Sahrawi refugee camps in Algeria. Morocco has adapted its governance and public policies to profound socio-demographic transformations in the territory under its control and has attempted to obtain international recognition for this annexation by proposing an Autonomy Plan. The Polisario Front and Sahrawi nationalists have shifted their strategy and pushed the centre of gravity of the conflict back inwards by focusing on pro-independence activism inside the disputed territory.

A rich investigation into Morocco’s urban politics Over the past thirty years, Morocco’s cities have transformed dramatically. To take just one example, Casablanca’s medina is now obscured behind skyscrapers that are funded by global capital and encouraged by Morocco’s monarchy, which hopes to transform this city into a regional leader of finance and commerce. Such changes have occurred throughout Morocco. Megaprojects are redesigning the cityscapes of Rabat, Tangiers, and Casablanca, turning the nation’s urban centers into laboratories of capital accumulation, political dominance, and social control. In Globalized Authoritarianism, Koenraad Bogaert links more abstract questions of government, globalization, and neoliberalism with concrete changes in the city. Bogaert goes deep beneath the surface of Morocco’s urban prosperity to reveal how neoliberal government and the increased connectivity engendered by global capitalism transformed Morocco’s leading urban spaces, opening up new sites for capital accumulation, creating enormous class divisions, and enabling new innovations in state authoritarianism. Analyzing these transformations, he argues that economic globalization does not necessarily lead to increased democratization but to authoritarianism with a different face, to a form of authoritarian government that becomes more and more a globalized affair. Showing how Morocco’s experiences have helped produce new forms of globalization, Bogaert offers a bridge between in-depth issues of Middle Eastern studies and broader questions of power, class, and capital as they continue to evolve in the twenty-first century.
