Esta edición en rigor es la séptima del libro, un libro "vivo", que ha ido creciendo y evolucionando sin interrupción desde que vio la luz en 1988. En esta larga trayectoria ha superado con éxito el refrendo de una intensa y extensa utilización en la vida académica y en la actividad profesional, como libro de texto y de consulta, durante la cual se ha ido perfeccionando y consolidando, manteniendo en todo momento su carácter de obra de referencia en materia de Evaluación de Impacto Ambiental (EIA). Cuando llega esta nueva edición, la EIA se puede considerar un campo de conocimientos maduro, lo que ha permitido a los autores depurar, simplificar y consolidar el contenido de la anterior. Así esta edición ha ajustado el marco conceptual a la realidad de su ya larga aplicación, ha ampliado la capacidad de uso de la metodología general y simplificado el diagrama de flujos que la representa, y ha hecho operativa la idea de integración ambiental. Pero la edición ha conservado el doble carácter académico y profesional de las anteriores, que equilibraba el enfoque conceptual asociado a la reflexión y al progreso del conocimiento propios de la academia, con el enfoque orientado a su aplicación directa en la actividad profesional a través de metodologías, de técnicas y de numerosos ejemplos. Por ello sus destinatarios abarcan al estudiante universitario, al titulado de cualquier campo de conocimiento que desea orientar su vida profesional hacia la gestión ambiental, o al profesional cuya actividad diaria le exige consultar obras de referencia. También se ha conservado la estructura en tres partes, divididas en catorce capítulos, y completadas con seis apéndices. La primera enmarca, en cinco capítulos, la EIA en el concepto de medio ambiente y su problemática, del desarrollo sostenible y de la gestión ambiental, y sugiere la integración ambiental de políticas, planes, programas, proyectos y actividades en marcha, para avanzar hacia la sostenibilidad. La segunda parte desarrolla la EIA en siete capítulos, en los que partiendo del concepto de impacto ambiental, expone la EIA en términos conceptuales, metodológicos y técnicos, y termina presentando el modelo informatizado IMPRO4, diseñado por los autores para realizar estudios de impacto ambiental. La tercera y última parte presenta en su único capítulo, una amplia relación de indicadores de impacto ambiental y las correspondientes funciones de calidad o de transformación para valorar cuantitativamente los impactos, acompañados con ejemplos de aplicación. El libro finaliza con seis apéndices, en los que se exponen diferentes técnicas y ejemplos específicos y dos estudios de caso completos.

During Latin America's third democratic wave, a majority of countries adopted a runoff rule for the election of the president, effectively dampening plurality voting, opening the political arena to new parties, and assuring the public that the president will never have anything less than majority support. In a region in which undemocratic political parties were common and have often been dominated by caudillos, cautious naysayers have voiced concerns about the runoff process, arguing that a proliferation of new political parties vying for power is a sign of inferior democracy. This book is the first rigorous assessment of the implications of runoff versus plurality rules throughout Latin America, and demonstrates that, in contrast to early scholarly skepticism about runoff, it has been positive for democracy in the region. Primarily through qualitative analysis for each country, the author argues that, indeed, an important advantage of runoff is the greater openness of the political arena to new parties--at the same time that measures can be taken to inhibit party proliferation. In this context, it is also the first volume to address whether or not a runoff rule with a reduced threshold (for example, 40% with a 10-point lead) is a felicitous compromise between majority runoff and plurality. The book considers the potential for the superiority of runoff to travel beyond Latin America--in particular, and rather provocatively, to the United States.

The book deals with developing the concept of professional vision (noticing and knowledge-based reasoning) among future primary and secondary school teachers of Biology, Mathematics, English as a foreign language, Art, and Social Studies.
