Do people's beliefs help to explain foreign policy decisions, or is political activity better understood as the self-interested behavior of key actors? The collaborative effort of a group of distinguished scholars, this volume breaks new ground in demonstrating how ideas can shape policy, even when actors are motivated by rational self-interest. After an introduction outlining a new framework for approaching the role of ideas in foreign policy making, well-crafted case studies test the approach. The function of ideas as "road maps" that reduce uncertainty is examined in chapters on human rights, decolonialization, the creation of socialist economies in China and Eastern Europe, and the postwar Anglo-American economic settlement. Discussions of parliamentary ideas in seventeenth-century England and of the Single European Act illustrate the role of ideas in resolving problems of coordination. The process by which ideas are institutionalized is further explored in chapters on the Peace of Westphalia and on German and Japanese efforts to cope with contemporary terrorism.

Este libro tiene por objetivo presentar propuestas de política sanitaria, ambiental y tecnológica que permitan la reactivación de la integración multidimensional latinoamericana, con base en estudios de regionalismo comparado de experiencias de Europa, de Asia, de África y de América Latina. Propuestas que permiten avanzar hacia nuevas actividades prioritarias en la integración regional latinoamericana, mediante políticas: 1) sanitarias, expresadas en las políticas de salud pública; 2) ambientales, a través de acciones destinadas acelerar el cumplimiento de los acuerdos y loa convenios internacionales suscritos por los países miembros en esta materia; y 3) tecnológicas, mediante los compromisos en relación con tecnologías disruptivas de la cuarta revolución industrial. Se deja claro el nuevo rol que representa y la mayor capacidad que deben desarrollar coordinadamente los funcionarios nacionales y las organizaciones regionales de integración para influir, impactar y definir políticas que devuelvan la estabilidad a la región y mejoren su posición ante el mundo. De esta manera, se aboga por respuestas consensuadas y multidimensionales a los problemas de la región, caracterizadas por la mayor interacción entre actores, públicos y privados, previo a la toma de decisiones.

This monograph offers the first systematic overview of the protection of human rights in trade agreements in the Americas. Traditionally, trade agreements in the Americas were concerned with economic questions and paid little attention to human rights. However, in the wake of the 'new regionalism', which emerged at the end of the last century, more clauses addressing social issues such as labour rights and environmental standards were inserted in trade agreements. As economic integration increased, a framework for the protection of human rights evolved. This book argues that this framework allows for human rights protection on a transnational level, while constructing regional identities. Looking at the four key regional integration processes, namely the Caribbean Community, the Central American Integration System, the Andean Community of Nations and the Southern Common Market, and also at the North American Free Trade Agreement, it shows how the integration process has reached a considerable degree of consolidation. In the late 1980s regional integration emerged as one of the most important developments in world politics. It is not a new phenomenon, however, and this 1999 book presents an analysis of integration across time, and across regions. Walter Mattli examines projects in nineteenth- and twentieth-century Europe, but also in Latin America, North America and Asia since the 1950s. Using the tools of political economy, he considers why some integration schemes have succeeded while many others have failed; what forces drive the process of integration; and under what circumstances outside countries seek to join. Unlike traditional political science approaches, the book stresses the importance of market forces in determining the outcome of integration; but unlike purely economic analyses, it also highlights the impact of institutional factors. The book will provide students of political science, economics, and European studies with a framework for the study of international cooperation.
