A 2002 Department of Defense (DoD) report stated that the military services developed or adopted many innovative approaches to unit structures and organization as force size changed and operational tempo increased. The report suggested that organizational concepts leading to a more flexible, capable force must be implemented more broadly to better capitalize on the capabilities and strengths of the reserve components. In particular, such organizational concepts include blending active component (AC) and reserve component (RC) workforces in military units. We define blending as any arrangement or event that brings active and reserve manpower together within organizations for a common purpose. At the organizational level where mission work is actually done, there is interest in workforce integration between the components.

This monograph examines the current organizational structure and employment of the Naval Special Warfare (NSW) Reserve Force, to research the possibility of increasing force readiness through command reorganization and implementation of a reserve employment strategy. The historical significance of the Reserve Component illustrates the changes in the reserve force imposed by a changing strategic environment. Important to this study was the role the Reserve Component has played the throughout history and its ability to adapt to world wars and peacetime environments. The end of the Cold War created a change in the strategic environment that required the military to adapt to full spectrum operations around the globe. The Department of Defense initiated the Total Force Policy as a method to integrate all resources, Active, Reserve, and National Guard, and meet increasing objectives with a smaller force. This monograph examines the current reserve force structure and employment of the Army and Navy to illustrate the service commitment to the Total Force Policy. The Army and Navy organize their Reserve Components to assume a more active role and reduce the operational tempo of the active force. The U.S. Army Special Forces (SF) organizes and employs reserve forces in the same manner as the active SF Groups. The SF methodology for organization and employment offers possible changes for NSW to implement. The current NSW organizational structure and employment strategy illustrate the underutilized reserve resource and the possibility of applying the lessons learned from the SF. This monograph concludes that NSW can enhance force readiness through the reorganization and employment if its reserve force. The total NSW force active and reserve components, can provide better support to theater CINCs.

This research frames a strategic approach to reserve joint officer management that addresses the requirements for, and the supply of, joint officers in the reserve component, and also accounts for the unique constraints and challenges involved in joint officer management for reserve active-status list officers. Because the work required of many reservists is becoming increasingly joint, the need for a systematic examination of how reserve active-status list officers are trained and developed in joint matters is becoming more and more urgent-especially given the dramatic increase in the use of the reserve forces. A strategic approach to joint officer management for reserve active-status list officers must assess the need for officers with prior joint knowledge, experience, and acculturation in certain positions as well as their availability. The authors estimate the supply of joint reserve officers and make several recommendations to help implement a strategic approach to reserve component joint officer management.

"The United States Air Force continues to make significant efforts to pursue Total Force integration with the service’s Reserve Component and Active Duty forces, yet has struggled to find effective balance in successfully utilizing each element. Through scenario analysis, this research aims to provide an answer to the question “Which Total Force integration efforts are a worthwhile pursuit, given the Air Force’s present organization and financial constraints?” This paper will also provide recommendations for the Air Force with regards to future Total Force efforts. Long term planning will anticipate the utilization of Reserve Component members, as well as Active Duty members with regard to their roles and responsibilities. Current Total Force endeavors, established primarily by former Chief of Staff of the Air Force (CSAF), General Mark A. Welsh III, as well as proposals from the National Commission on the Structure of the Air Force and the Military Compensation and Retirement Modernization Commission, will be used as key factors and the basis for predicting future Total Force proposals. The four predictive scenarios (Let it Be, Nowhere Man, The Long and Winding Road, and We Can Work It Out) will assess potential Total Force actions within the Air Force and will demonstrate those which are most worthwhile to pursue, based upon the degree of importance and uncertainty. The scenarios analyzed examined how the Air Force integration efforts will continue to evolve, examining current fiscal constraints and mission readiness relationships, and predict purposeful actions to increase stability for the Total Force."--Abstract.
