W„hrend der letzten 30 Jahre ging das dynamische Wachstum des Welthandels mit strukturellen, politischen und technologischen Ver„nderungen einher, die eine Reorganisation der globalen Produktion zur Folge hatten. Eines der Kennzeichen dieser Reorganisation ist die vertikale Desintegration transnationaler Unternehmen. Im Zuge der Globalisierung, die durch die rasante Entwicklung und Verbreitung kostengnstiger Transport- und Kommunikationsmittel gekennzeichnet ist, wurde die r„umliche Zerlegung der Produktionsprozesse, insbesondere die Auslagerung von arbeitsintensiven und wertsch”pfungsgeringen Produktionsschritten, in Niedriglohnl„nder zur Erh”hung der Gewinnmargen bef”rdert. Die Produktion findet seither zunehmend in globalen Warenketten statt, die sich ber den ganzen Globus spannen. Die Globalisierung der Warenketten, die exportorientierten Wirtschafts- und Entwicklungsstrategien und die ™ffnung der Volkswirtschaften fr den Welthandel finden ihren deutlichsten r„umlichen Ausdruck in der Einrichtung von Exportproduktionszonen (EPZs), vorwiegend in den L„ndern des Sdens. Aufgrund der geographischen N„he zum US-Markt wurde der karibische Raum zu einem bevorzugten Ziel des von US-amerikanischen Unternehmen vollzogenen Auslagerungsschritts, vor allem in der Textil- und Bekleidungsindustrie. Am Beispiel der Integration Haitis in die globale Warenkette der Bekleidungsindustrie werden in der vorliegenden Studie, unter Einbeziehung des aktuellen Forschungsstands, einige wichtige Theorien berprft. Dabei wird die Implementierung von Exportproduktionszonen in Haiti in den Fokus gestellt und das Beispiel der EPZ in der nordosthaitianischen Stadt Ouanaminthe an der haitianisch-dominikanischen Grenze vorgestellt und diskutiert. Im Rahmen der vorliegenden Untersuchung sollen die folgenden bergeordneten Fragen er”rtert werden: - Lassen sich durch die Integration in globale Warenketten und somit in den Weltmarkt regionale Disparit„ten, die vor allem im Grenzraum sichtbar werden, berwinden? - Ist die EPZ eine Enklave, von der keine Entwicklungsimpulse fr das umgebende sozialr„umliche Gefge ausgehen, spitzt sie regionale Disparit„ten zu oder unter welchen Bedingungen kann sie solche abbauen? - Unter welchen Bedingungen kann die EPZ eine nachhaltige Position in der Warenkette einnehmen? Unter diesen Fragenstellungen werden die Implementierung der Exportproduktionszone CODEVI (Compagnie D‚veloppement Industriel) des dominikanischen Bekleidungsunternehmens Grupo M in der haitianischen Grenzstadt Ouanaminthe seit 2003 und ihre konkreten Auswirkungen (Impact) auf das soziale Umfeld untersucht.
