In 1982, the US Army began its renaissance of the operational level of war with the publication of a revised Field Manual (FM) 100-5, Operations. The rediscovery of this level and the subsequent experimentation with it strained the very limits of the Army's command, control, communications and intelligence (C3I) systems. Virtually all branches of the Army felt the changes brought on by FM 100-5, especially in the areas of firepower, mobility, and protection. Commanders had to view military operations from a broader perspective and act accordingly. The significant impact of the operational level of war has been in organizational changes, new concepts, and dynamic operations. The effect of these changes on C3I are reviewed and assessed in this monograph. The first topic reviewed is the Army's concept of the operational level warfare. Next, the theoretical and doctrinal bases of the Army's C3I systems are examined. Finally, the requirements for C3I at the operational level are presented and conclusions drawn. "The introduction of advanced technologies into the military, which is known as the "revolution in military affairs," is producing an opportunity for significant changes in the American military's paradigm for command and control. The future battlespace will require commanders to operate more efficiently and at a higher operations tempo, so that commanders will be able to use the advantages of dominant battlespace awareness to enhance what is known as "command-by-intent." But the more likely outcome is a return tocommand-by-direction. A potential consequence of this change is that significant command functions will be made by machines that act, not as an assistant, but as the decision maker and executor -- which is known as the machine commander. However, the current U.S. military doctrine is inconsistent about the admissibility of such an entity, even though technological developments are on the threshold of delivering the components for constructing the first-generation machine commander. Furthermore, the same infrastructure that assists the traditional human commander creates a framework for using a machine commander. This study examines intelligence at the operational level of war. Current US Army intelligence doctrine fails to recognize an operational level intelligence function separate and distinct from tactical or strategic intelligence functions. Neither does it identify the characteristics of intelligence at the operational level. Doctrine states that intelligence at the operational level of war is merely the 'fusion' of tactical and strategic intelligence. This study posits that fusion of tactical and strategic intelligence is inadequate for the operational commander and that the very proposition reflects a serious void in military thinking. It looks at several military actions at the operational level, outlines the peculiar characteristics of intelligence associated with those actions and suggests a number of considerations for those who deal with intelligence at the operational level of war. Conclusions include: the US Army lacks a refined operational intelligence perspective; the operational art demands that an operational intelligence perspective be thoroughly developed and examined for its doctrinal implications; and doctrine needs to be reexamined and rewritten to describe adequately the characteristics and functions of intelligence at the operational level of war.

On Operations: Operational Art and Military Disciplines traces the history of the development of military staffs and ideas on the operational level of war and operational art from the Napoleonic Wars to today, viewing them through the lens of Prussia/Germany, the Soviet Union, and the United States.
