The vast majority of Air Force precision-guided weapons (PGWs) are man-in-the-loop: They require the assistance of an operator to reach their targets. The development of new autonomous PGWs, particularly ones with target- imaging sensors, would enable the Air Force to attack high-value ground targets with very high delivery accuracy without the aid of an operator. Earlier RAND research showed, however, that these weapons require substantial data to achieve their very high delivery accuracy and that many intelligence functions, organizations, systems, and operating protocols are required to support their mission planning and responsive employment. Operators of newly developed weapon systems have often complained that the intelligence support for their systems was too little and too late. Problems of this nature were highlighted during the recent air operations in support of Operations Desert Shield and Desert Storm. Because autonomous PGWs with target-imaging sensors have such demanding intelligence-support requirements, we believe that operators could again encounter significant problems if the required intelligence infrastructure is not in place prior to these weapons entering the inventory. Recognizing the need to provide adequate intelligence support for new weapon systems, the Air Force initiated a requirement in 1992 for the development of intelligence support plans (ISPs) for designated weapon-acquisition programs. The purpose of this report is to assist Air Force development of an ISP for advanced PGWs. Specifically, we examine the support requirements for two categories of autonomous PGWs: those with target-imaging sensors and those that rely only on an inertial navigation system (INS), usually aided by the Global Positioning System (GPS).

Most Air Force precision-guided weapons (PGWs) require the assistance of an operator to reach their targets. Autonomous PGWs, now being developed, require substantial intelligence data to support mission planning and employment and to achieve high delivery accuracy. The authors of this report examined the support requirements for two categories of PGWs: those with target-imaging sensors and those that rely on an inertial navigation system aided by the global positioning system. They found that the latter require much less information about their targets than the former, but need much more precise absolute coordinates for their targets. These can be readily provided by trained intelligence personnel from existing data. The use of PGWs with target-imaging sensors is hindered by a lack of definitive specifications for target data to support terminal-area planning and a lack of a methodology for validating terminal-area products. Central intelligence-support and mission-planning organizations can currently supply these and, as resources allow, could transfer these capabilities to wing operations centers.

This paper examines the long development of precision guided bombs to show that the accuracy attained in Desert Storm was an evolution not a revolution in aerial warfare. This evolution continues and gives offensive airpower the advantage over the defense. Guided bomb development started during World War One with the “aerial torpedo”. During World War Two the German Fritz X and Hs-293 were visually guided bombs and both experienced success against allied shipping. The Army Air Corps also developed a wide variety of TV, heat, radar, and visually guided bombs. The visually guided AZON was successful in Burma and the radar guided Bat was successful against Japanese ships. During the Korean War visually guided RAZON and TARZON bombs had some success. In Vietnam the Paveway I laser-guided bombs and Walleye TV-guided bombs were successful on a much broader scale. Paveway II and III, Walleye II, and GBU-15s were developed and successfully combat tested throughout the 1970s and 1980s. When Desert Storm initiated in 1991 there were very few guided weapons that had not been extensively tested on training ranges and in combat. The precision demonstrated to the World during Desert Storm started evolving when airpower was first envisioned as a new dimension for conducting war, and was far from a revolution. Now, the continued development of imaging infrared, laser radar, synthetic aperture radar, and millimeter wave radar autonomous seekers further increases the flexibility, range, and effectiveness of guided bombs.
