This is the first of three reports that focus on Canada's ability to produce, employ, and sustain sufficient defence capacity. It attempts to measure the current capacity of Canada's armed forces against their role: to protect Canadians and act in Canada's national interests at home & abroad. Part 1 explains the importance of armed forces in ensuring national & international security and discusses such issues as the importance of foreign aid as well as defence; the inadequacy of defence & foreign aid spending; the deteriorating capacity of the Canadian Armed Forces; reasons for the decline in defence spending; new threats to national security; and weaknesses in defence policy. Part 2 goes into detail on the current state of the Canadian Forces and the problems facing the Army, Navy, Air Force, and their particular capabilities such as Joint Task Force Two, strategic lift, defence intelligence, and Maritime Security Operations Centres. Part 3 reviews strategic challenges in such areas as bureaucratization, political influence, recruitment, quality of life, procurement, interference from other departments, and communicating with the public. Returning home from overseas military service typically occurs within 24 hours. This abrupt return to normal roles & activities can be a significant stressor. The research described in this report is the first to develop a theoretically based, multidimensional measure of post-deployment reintegration that reflects the experience of Canadian Forces (CF) soldiers. The measure, based on a review of the literature & discussions with CF personnel who have deployed, was constructed to reflect positive & negative aspects of four theoretical dimensions of reintegration: personal, family, occupational, & cultural reintegration. The reintegration measure was tested in a survey involving 374 CF veterans of operations in Afghanistan. Exploratory factor analyses revealed both positive & negative aspects of the four dimensions of post-deployment reintegration. Results are presented showing what was associated with the most positive and the most negative scores and indicating the association between demographic group differences and marital status, dependants, occupational group, and number of previous deployments.
