Esta obra tem por objetivo geral discorrer sobre a necessidade de evolução dessa persecução penal sem, contudo, violentar direitos e garantias constitucionais. Primeiro, trata da corrupção – que deve ser combatida com a observância dos princípios administrativos e das normas vigentes –, como fato social e jurídico, tão comum na sociedade moderna. As limitações legais, de conhecimento e pessoal que inibem o combate rigoroso e célere da corrupção administrativa foram examinadas no segundo capítulo. O terceiro capítulo analisa aspectos da persecução penal e propostas que têm sido mais utilizadas no combate à atual corrupção administrativa. A partir de rigorosa pesquisa e análises efetuadas concluiu-se que não é mais possível ignorar os malefícios provocados pela corrupção administrativa nem a disparidade existente entre esses atos, as apurações e as condenações dos acusados. Para tanto, é imprescindível que a persecução penal seja eficiente atribuindo responsabilidades a esses crimes que deixariam de ser apenas escândalos midiáticos e passariam a ser devidamente solucionados. Nesse sentido, é preciso contar com a boa vontade dos legisladores na elaboração de leis mais severas, observando, evidentemente, a não violação de direitos e garantias constitucionais.
