This book compares police reform operations in Kosovo and Afghanistan, addressing the internal machinery that makes peace operations work—or not. Recognizing that the chances for effective peacebuilding vary widely across contexts, this book investigates the impact of one of the few variables that peacebuilders do control: the management and design of peace operations. Building on field research and over one hundred expert interviews, International assistance to police reform: Managing Peacebuilding systematically compares such operations in two different contexts—Kosovo and Afghanistan—by focusing specifically on international assistance for local police reform since 1999. Four comprehensive case studies examine operations in Kosovo and Afghanistan before and after the European Union took over police reform responsibilities: in Kosovo from the Organization for Security and Co-operation in Europe (OSCE) and in Afghanistan from the German government. Speaking to scholars and practitioners in domestic and international organizations, the book drills in the complex relation between headquarter diplomats and field level conflict experts. Its findings combine to a set of recommendations for policy-makers to better align their operations to the contentious politics of conflict management and peacebuilding.

The paper is focused on impact assessment in policing reform, and argues that determining long term impact remains a challenge. UN missions are rarely funded or structured in a way that facilitates this endeavour, and although many in-program evaluations track implementation relatively well they are less capable of assessing long term impacts. The ability to assess long term impacts ultimately depends on gathering data focused more on the perspectives of local communities. Such approaches increasingly employ survey-based methodologies, an area where the UN has not traditionally allocated significant funds, but which arguably remain the most reliable way of determining whether a policing reform initiative had its intended impact.

The book examines the phenomenon of crafting transnational policing. By this term is meant the different forms of engagement in policing reform by international donors, national governments, foreign police and law enforcement agencies in the domestic policing agencies and programs of recipient countries. It includes, inter alia, peace-keeping in post-conflict situations, reconstruction and capacity-building as part of nation- or state-building exercises, and the provision of technical assistance in relation to certain aspects of law enforcement. In each instance, there is a cross-border provision of resources with a view to shaping the kind of policing provided in recipient nations. Why do some countries engage in these activities? Why has policing become a preferred form of foreign policy engagement in some countries? What forms of policing development are provided? How are they delivered? And how are they received? How should these kinds of assistance and/or interventions be conducted in future? In this regard, is there a non-negotiable 'core' of good policing that needs to be developed and nurtured as an integral part of all defensible transnational policing engagements? These are some of the questions raised by the contributions to this book. The book arises primarily from papers presented at a workshop held in Onati, Spain in July 2004 on the emergence of a global constabulary ethic. The second is the failure of donor agencies and recipient jurisdictions to develop the capacity to evaluate and to develop a cumulativ [...] Carothers (2003:3) has also identified the obstacles to developing a cumulative knowledge about the factors that facilitate, or hinder, development assistance efforts in the justice and security sector: Several substantial obstacles to greater knowledge accumulation in this field persist, including the complexity of the task of promoting the rule of law, the particularity of legal systems, the unw [...] He has also pointed out that it is important to remember that 1) the police are usually the most visible and immediately-present aspect of the security system; 2) the performance of the police is absolutely critical to the performance and credibility of the rest of the sector; 3) the archaic practices, poor human rights records, outdated methods, and heavy-handed practices of the police add to the [...] However, assistance must be based on a careful assessment of the existing capacity of the police (organizationally, operationally, financially, and technologically) that may function to limit that capacity, the forces that can support and sustain the necessary reforms, and the obstacles or the resistance which could undermine the required changes. [...] Assessing the Effectiveness of Development Assistance in Police Reform Assessing the need for police reforms is part of the equation: the other equally important component is assessing the effectiveness of the assistance that is provided.
