Technology transfer has expanded rapidly over the past 20 years in Western Europe, North America and the Pacific Rim. It has been estimated that some 50% of new products and processes will originate outside the primary developer; academic and other research institutions are obvious sources of much of this new technology. In the NATO Co-operating countries, however, technology transfer is in its infancy; it is crucial for wealth creation and improvement in the quality of life that this mechanism is developed. The papers selected for inclusion in this book discuss issues related to the development of technology transfer in NATO Co-operating countries. The book identifies crucial research issues for science and technology policy researchers and, as a conclusion, offers some policy recommendations. The authors are drawn from NATO and Co-operating partner countries, from other parts of the world, and from international organisations. The question of how China will relate to a globalising world is one of the key issues in contemporary international relations and scholarship on China, yet the angle of innovation has not been properly addressed within the field. This book explores innovation in China from an International Relations perspective in terms of four areas: foreign and security policy, international relations theory, soft power/image management, and resistance. Under the complex condition of globalisation, innovation becomes a particularly useful analytical concept because it is well suited to capturing the hybridity of actors and processes under globalisation. By adopting this theme, studies not only reveal a China struggling to make the future through innovation, but also call attention to how China itself is made in the process. Since the early years of the information age, we've been told that economic growth derives from harnessing technological innovation. To do this, places must create good education systems, partner with local research universities, and attract innovative hi-tech firms. We have lived with this system for decades, and the result is clear: a small number of regions and cities at the top of the high-tech industry but many more fighting a losing battle to retain economic dynamism. But are there other models that don't rely on a flourishing high-tech industry? In Innovation in Real Places, Dan Breznitz argues that there are. The purveyors of the dominant ideas on innovation have a feeble understanding of the big picture on global production and innovation. They conflate innovation with invention and suffer from techno-fetishism. In their devotion to start-ups, they refuse to admit that the real obstacle to growth for most cities is the overwhelming power of the real hubs, which siphon up vast amounts of talent and money. Communities waste time, money, and energy pursuing this road to nowhere. Breznitz proposes that communities instead focus on where they fit in the four stages in the global production process. Some are at the highest end, and that is where the Clevelands, Sheffields, and Baltimores are being pushed toward. But that is bad advice. Success lies in understanding the changed structure of the global system of production and then using those insights to enable communities to recognize their own advantages, which in turn allows to them to foster surprising forms of specialized innovation. As he stresses, all localities have certain advantages relative to at least one stage of the global production process, and the trick is in recognizing it. Leaders might think the answer lies in high-tech or high-end manufacturing, but more often than not, they're wrong. Innovation in Real Places is an essential corrective to a mythology of innovation and growth that too many places have bought into in recent years. Best of all, it has the potential to prod local leaders into pursuing realistic and regionally appropriate models for growth and innovation.

Innovation is nowadays a question of life and death for many of the economies of the western world. Yet, due to our generally reductionist scientific paradigm, invention and innovation are rarely studied scientifically. Most work prefers to study its context and its consequences. As a result, we are as a society, lacking the scientific tools to understand, improve or otherwise impact on the processes of invention and innovation. This book delves deeply into that topic, taking the position that the complex systems approach, with its emphasis on ‘emergence’, is better suited than our traditional approach to the phenomenon. In a collection of very coherent papers, which are the result of an EU-funded four year international research team’s effort, it addresses various aspect of the topic from different disciplinary angles. One of the main emphases is the need, in the social sciences, to move away from neo-darwinist ‘population thinking’ to ‘organization thinking’ if we want to understand social evolution. Another main emphasis is on developing a generative approach to invention and innovation, looking in detail at the contexts within which invention and innovation occur, and how these contexts impact on the chances for success or failure. Throughout, the book is infused with interesting new insights, but also presents several well-elaborated case studies that connect the ideas with a substantive body of ‘real world’ information.
