An historical overview of Ethiopia's transformation from a multicultural empire into a modern nation state. Provides the gist of one scholar's knowledge of this country acquired over several decades. The author of numerous works on Ethiopia, Markakis presents here an overarching, concise historical profile of a momentous effort to integrate a multicultural empire into a modern nation state. The concept of nation state formation provides the analytical framework within which this process unfolds and the changes of direction it takes under different regimes, as well as a standard for assessing its progress and shortcomings at each stage. Over a century old, the process is still far from completion and its ultimate success is far from certain. In the author's view, there are two majorobstacles that need to be overcome, two frontiers that need to be crossed to reach the desired goal. The first is the monopoly of power inherited from the empire builders and zealously guarded ever since by a ruling class of Abyssinian origin. The descendants of the people subjugated by the empire builders remain excluded from power, a handicap that breeds political instability and violent conflict. The second frontier is the arid lowlands on the margins of the state, where the process of integration has not yet reached, and where resistance to it is greatest. Until this frontier is crossed, the Ethiopian state will not have the secure borders that a mature nation state requires. John Markakis is a political historian who has devoted a professional lifetime to the study of Ethiopia and its neighbours in the Horn of Africa. He has published several books and many articles on this area.

The author argues that identity politics eliminates Ethiopians' in-between spaces and identities and defines in-between spaces as political, social, religious, and geographical spaces that enable Ethiopians to co-exist with equity, solidarity, and justice. The elimination of in-between spaces and in-between identities creates either-or class, religious, ethnic, and gender categories. Therefore, the author proposes an in-between theology that invites Ethiopians to a new hybrid way of being to resist fragmented and hegemonic identities. The author claims that postcolonial discourse and praxis of in-between pastoral care disrupts and interrogates hegemonic definitions of culture, home, subjectivity, and identity. On the other hand, in-between pastoral care uses embodiment, belonging, subjectivity, and hybridity as features of care and praxis to create intercultural and intersubjective identities that can co-construct and co-create in-between spaces. In the in-between spaces, Ethiopians can relate with the Other with intercultural competencies to live their difference, similarity, hybridity, and complexity.

This study is the second in the four-part series entitled “Rethinking the Essentials of International Criminal Law and Transitional Justice”. While the first volume, The Concept of Universal Crimes in International Law, explored the parameters and theories related to crimes under international law, this book examines the notion of punishable participation in such crimes. It presents a general theory of personal criminal liability and provides a comprehensive overview of all forms of criminal participation in international law. The authors examine numerous primary materials in international and transnational criminal law, both historical and current, relating to both international and domestic jurisprudence. They also review academic literature that attempts to explain and bring consistency to the jurisprudence, as well as other sources such as reports of the International Law Commission. This rich empirical tapestry is then used to test and further develop an overarching conceptual theory and matrix that provides a better understanding of the boundaries of personal criminal liability lex lata and lex ferenda and of the relationship between the various forms of punishable participation in universal crimes.
