The book reconstructs the institutional history of the World Health Organization (WHO) since its creation in 1946. It theorizes the fragmentation trap, which is both a cause and a consequence of reform failure in the WHO. International Organizations (IOs) are important actors within global social governance. They provide forums for exchange, contention and cooperation about social policies. Our knowledge about the involvement of IOs varies significantly by policy fields, and we know comparatively little about the specific roles of IOs in social policies. This volume enhances and systematizes our understanding of IOs in global social governance. It provides studies on a variety of social policy fields in which different, but also the same, IOs operate. The chapters shed light on IO involvement in a particular social policy field by describing the population of participating IOs; exploring how a particular global social policy field is constituted as a whole, and which dominant IOs set the trends. Beyond Decent Work explores the history of the Indonesian labor movement, using three contemporary case studies to shed light on the development of Indonesia's labor struggles and trade union strategies. Drawing on extensive and recent qualitative fieldwork, Felix Hauf argues that the economic idea of "decent work" plays a central role in current trade union strategies at the expense of more radical--or traditional working-class--strategies of industrial action, even though the latter have been more effective in fulfilling workers' demands for higher wages and better working conditions. Hauf's analysis offers unique insight into the labor dynamics of Indonesia and Southeast Asia more broadly, revealing how genuinely democratic and independent unions--confronted with rival unions controlled by businesses, Indonesian subcontractors, multinational corporations, and the Indonesian state--struggle to create an economy outside the confines of neoliberal capitalism.

Dies galt aber bisher nicht in gleichem Maße für die Regulierung der Arbeits-, Beschäftigungs- und Partizipationsbedingungen der erwerbstätigen Menschen. Nationale Mechanismen und Institutionen dominieren immer noch die Festlegung etwa von Bezahlung, Arbeitszeit, Arbeitsschutz und Beteiligung der Beschäftigten. Bei genauerer Betrachtung zeigt sich eine Vielfalt von grenzüberschreitenden Formen der Festlegung z.B. von Mindeststandards für Arbeit und von Verhaltensregeln für internationale Konzerne. Es entsteht eine transnationale Netzwerktextur der Erwerbsregulierung, die internationale Organisationen, staatliche Akteure, Nicht-Regierungsorganisationen, globale Konzerne, Gewerkschaften und Arbeitnehmervertretungen einbezieht. Der ‚globalisierte Kapitalismus‘ agiert zwar grenzüberschreitend, aber nicht ungebändigt.
