Egal ob in frühzeitlichen Gesellschaften oder in modernen Demokratien, die Vermittlung von Kommunikation und die Bereitstellung von Plattformen für den Meinungsaustausch waren immer schon die zentralen Elemente allgemeiner Politisierung. War für die Römer das Forum Romanum zentraler Punkt gesellschafts-politischen Diskurses, waren es im Mittelalter die Märkte und für die Menschen im 20. Jahrhundert Presse und später dann Rundfunk. In den letzten 30 Jahren haben die Möglichkeiten für den politischen Meinungsaustausch noch einmal eine fundamentale Veränderung erfahren: mit dem Aufkommen der quartären Medien erfuhr dieser Prozess noch einmal einen enormen Modernisierungsschub. Neben der allgemeinen Tendenz zu demokratischen Staatsformen ist dabei der Meinungsaustausch selbst auch noch einmal demokratisiert worden. Demokratisiert im Hinblick auf schnellere Verfügbarkeit und bessere Transparenz politischer Kommunikation. Doch warum bedarf es überhaupt derartiger kommunikativer Foren, um den Meinungsaustausch demokratisch zu organisieren? Und welche Bedingungen muss ein Forum erfüllen, um im Sinne der Demokratieentwicklung tauglich zu sein? Dieser Essay widmet sich der zentralen Bedeutung von Medien im politischen Prozess.

Die Möglichkeitsräume des Virtuellen, die Nachahmung der Wirklichkeit und die Erschaffung einer Wirklichkeit, markieren einen wichtigen qualitativen Unterschied: Er weist auf unterschiedliche Abhängigkeiten zwischen dem Wirklichen und dem Virtuellen. Je nach dem, ob das Wirkliche unsere Vorstellung vom Virtuellen oder ob die Virtualität unsere Vorstellung von der Wirklichkeit prägt. Für demokratische Politik bildet dieser Übergang eine bedeutsame Grenze. Auf der einen Seite werden Mittel, Werkzeuge der tradierten Politik in ein anderes Medium übersetzt, auf der anderen Seite ermöglicht der Einsatz der Neuen Medien Politikmittel und -stile, die nur in diesen Medien, in der Virtualität möglich sind. Das Buch untersucht den Einfluß der computervermittelten Kommunikation an Hand von vier exemplarischen Kernkomponenten von Demokratie, um zu einer demokratietheoretischen Bewertung dieses Einflusses zu gelangen.

This book examines the use of game elements to encourage citizens to participate in political decision-making and the planning of large-scale public sector projects.
