Doch der Kontinent ist im Internet noch stark unterrepräsentiert (Mukuna 2000). Als letztes afrikanisches Land ging Somalia erst im September 1999 online (Flatz 1999a). Verschiedene internationale Organisationen arbeiten zusammen, um Afrika in Bezug auf die Entwicklung der neuen Technologien weiter zu unterstützen. Der Kontinent befindet sich zum gegenwärtigen Zeitpunkt aber in einer Situation, in der eine schnelle und harmonische Entwicklung besonders schwierig ist. Den afrikanischen Regierungen stellt sich die Frage, ob die wenigen Entwicklungsgelder auf die Verbreitung des Internets verwendet werden sollen, oder um Hunger und Krankheiten auszurotten und Kriege zu vermeiden. Gibt es für die Menschen in Schwarzafrika nicht andere Probleme als die 'World Wide Westernization'? Trotzdem, oder vielleicht gerade deshalb, ist das Internet dank seiner besonderen Merkmale, die es von den älteren Medien abhebt, in der Vorstellung vieler ein Allheilmittel, das den Hunger, den Analphabetismus und die politischen Probleme überwinden sollte. Zwar ist das Internet noch weit davon entfernt, ein Massenkommunikationsmittel auf dem afrikanischen Kontinent zu sein, doch ist dies das erklärte Ziel zahlreicher Unternehmen, Politiker und verschiedener Organisationen (Haas 2002). Der unausrottbare Stehsatz 'Medien als Motor des Wandels' ist sowohl in Europa als auch in Afrika weit verbreitet (Geser 2002). Daher sollten sich die Länder des Südens - statt, nach dem Muster einer nachholenden Entwicklung, weiter in Umwelt verschmutzende Schwerindustrie zu investieren - auf die Nutzung und Anwendung neue
