This book focuses on the phenomenon of art intervention—an expression of local initiatives by artists, collectives, and art centers wishing to influence the design of the space or make a change in its lifestyle. It pertains not only to acts of protest, but also to the creation of a new civil and political situation in which artists acknowledge their ability to constitute foci of power. These are reflected in acts such as squatting in abandoned buildings, restoring and redistributing them according to principles of social justice; mapping the city based on alternative parameters, such as revealing venues of collective memory or exposing the city's backyard; creating outdoor urban art galleries; and creating temporary architecture and alternative solutions in order to deal with the challenges we face in times of epidemic and environmental crisis. Este libro tiene como objetivo aportar herramientas de índole teórica que permitan generar procesos para mejorar la práctica profesional de la planificación en México. La planeación ha dejado de ser meramente un enfoque técnico racionalista para convertirse en una arena de debate ciudadano, por lo que es necesario que el planificador tenga las habilidades y capacidades que transformen el debate en un insumo para mejorar la práctica. El libro aborda diferentes paradigmas, del clásico enfoque racionalista al radical marxista, pasando por otros tales como el pragmatismo, el enfoque comunicativo y el estratégico. Los conceptos de conocimiento, acción y poder son los ejes transversales que articulan dichos paradigmas.

Esta publicación recoge las reflexiones, y propuestas elaboradas en el marco del Máster Universitario en Arquitectura de la Universidad de Zaragoza durante el curso 2017-18. En continuidad con las aproximaciones de años anteriores, se han desarrollado una serie de exploraciones urbanísticas sobre los problemas y oportunidades de intervención y regeneración urbana en las llamadas periferias ‘interiores’. Se trata de barrios periféricos tradicionales que se fueron conformando durante la segunda mitad del siglo pasado, y que emergen en el periodo de intenso crecimiento urbano de los años 1960-1970, consolidándose en años posteriores. En este caso, el equipo de estudiantes y profesores implicados en diversas asignaturas del Máster ha focalizado las reflexiones y propuestas en el zaragozano barrio de Las Fuentes. La idea fuerza del curso ha sido la de reunir aproximaciones efectuadas desde distintas perspectivas para entender los complejos procesos que se manifiestan en un barrio concreto, de cara a identificar sus potencialidades y a efectuar las propuestas de regeneración urbana y rehabilitación edificatoria. Los diagnósticos socioeconómicos de estudios anteriores y, sobre todo, los que recogen las demandas vecinales en los Planes de barrio, se han utilizado como punto de partida; pero también los diagnósticos específicos efectuados en los talleres en función de las estrategias de intervención que se plantean: renovación urbana, recuperación, rehabilitación, revitalización, reciclaje, mejoras en la habitabilidad, en los equipamientos, en los espacios públicos, en la circulación, etc. En definitiva, todos aquellos aspectos que, bajo un concepto amplio, podemos incluir en el ámbito de la regeneración urbana, entendida como conjunto de operaciones de mejora de la habitabilidad urbana. La publicación de este libro ha sido posible gracias al acuerdo de colaboración entre el Ayuntamiento de Zaragoza, a través de la Sociedad Municipal Zaragoza Vivienda, y la Escuela de Ingeniería y Arquitectura de la Universidad de Zaragoza.

On closer inspection, the presentation of project descriptions, photographs, and annotated drawings reflects a concern to analytically explain the operative aspects at work. The publication is not intended to serve only as a catalogue, guide, or manual on how to produce public space in spontaneous settlements. Rather, it goes beyond the aims of an index of best practices. It is intended, instead, as an empirical base for a critical and theoretical engagement with the problematic of development, social inclusion, public investment, (in)formal settlement, civil society and the public sphere.
