Nuestro Derecho parlamentario no ha sufrido grandes transformaciones en las últimas décadas. De hecho se mantiene la arquitectura de la transición. Y así la Constitución es la misma como son los mismos los reglamentos parlamentarios. Pero en cambio sí se han producido numerosos cambios menores, que obligaban a integrarlos en la nueva edición. Piénsese, por ejemplo, en las normas sobre información sobre secretos oficiales, sobre reformas de estatutos de autonomía, sobre el objetivo de estabilidad presupuestaria, nombramientos por las Cámaras de titulares de otras instituciones, sobre el voto telemático de los diputados y uso de las lenguas autonómicas en el Senado. Pero sobre todo la gran innovación ha venido de la mano del Tribunal Constitucional, con la abundante (y a nuestro juicio excesiva) jurisprudencia sobre actos parlamentarios. Y también con la todavía más abundante literatura jurídica sobre esta materia. Nuestro deseo era dar cuenta de todo lo anterior, pero siempre dentro del marco resumido propio de un manual? Hemos procurado incorporar todas las innovaciones normativas y jurisprudenciales, de tal modo que el lector tenga una idea actualizada de la organización y funcionamiento de nuestro Parlamento? Se han añadido unos pocos epígrafes para completar aspectos insuficientemente abordados en versiones anteriores. Tal es el caso de la noción e historia del Parlamento, de las materias clasificadas, de la publicidad de las sesiones, de elecciones y nombramientos, de las comparecencias informativas y del debate sobre el estado de la nación.
