In this comprehensive and original study, a distinguished specialist and scholar of African affairs argues that the current crisis in African development can be traced directly to European colonial rule, which left the continent with a "singularly difficult legacy" that is unique in modern history. Crawford Young proposes a new conception of the state, weighing the different characteristics of earlier European empires (including those of Holland, Portugal, England, and Venice) and distilling their common qualities. He then presents a concise and wide-ranging history of colonization in Africa, from the era of construction through consolidation and decolonization. Young argues that several qualities combined to make the European colonial experience in Africa distinctive. The high number of nations competing for power around the continent and the necessity to achieve effective occupation swiftly yet make the colonies self-financing drove colonial powers toward policies of "ruthless extractive action." The persistent, virulent racism that established a distance between rulers and subjects was especially central to African colonial history. Young concludes by turning his sights to other regions of the once-colonized world, comparing the fates of former African colonies to their counterparts elsewhere. In tracing both the overarching traits and variations in African colonial states, he makes a strong case that colonialism has played a critical role in shaping the fate of this troubled continent.

Dès le début des années 1980, les auteurs posaient le problème du politique par le bas en Afrique. Ils soulignaient le rôle des "petits", des "sans importance", des "en bas du bas" dans l'invention de formes originales de l'Etat, alors même que prévalaient au sud du Sahara des situations autoritaires. Mais ils s'interdisaient aussi de postuler l'existence d'une "culture populaire", en reprenant à leur compte les critiques formulées à l'encontre de cette notion. Ils proposaient pour leur part une problématique de l'énonciation du politique, seule à même de restituer l'historicité du politique dans sa complexité et son ambivalence. Leurs analyses ont marqué le renouvellement des études africaines et ont reçu une large audience bien au-delà de ces dernières. Réunies en 1992 dans un volume qui fit date mais qui était épuisé depuis plusieurs années, elles sont aujourd'hui reprises, alors que de nombreux travaux redécouvrent la portée de l'approche du "politique par le bas" et la mettent en perspective avec les subaltern studies indiennes, l'Alltagsgeschichte allemande, la microstoria italienne ou l'historiographie marxiste anglaise. Dans cette nouvelle édition augmentée, une préface inédite montre en quoi elle demeure utile de pour comprendre le monde contemporain en dehors des facilités de pensée. A condition de voir qu'elle n'a jamais prétendu être une "école", mais un simple état d'esprit, une forme d'hétérodoxie par rapport aux courants établis des sciences sociales, une expression de cynisme heuristique vis-à-vis des croyances et des convenances académiques ou politiques.

This Book explains why African countries have remained mired in a disastrous economic crisis since the late 1970s. It shows that dynamics internal to African state structures largely explain this failure to overcome economic difficulties rather than external pressures on these same structures as is often argued. Far from being prevented from undertaking reforms by societal interest and pressure groups, clientelism within the state elite, ideological factors and low state capacity have resulted in some limited reform, but much prevarication and manipulation of the reform process, by governments which do not really believe that reform will be effective.
