Both Penaeus vannamei and P. stylirostris are introduced species in Asia and the Pacific. They have now become important commercial shrimp species in many countries in Asia. The main reason behind the importation of P. vannamei to Asia has been the perceived poor performance, slow growth rate and disease susceptibility of the major indigenous cultured shrimp species, P. chinensis in China and P. monodon virtually everywhere else. However, for many reasons, particularly with the evidence of the introduction of exotic viruses to the region, there has been caution on the part of many Asian governments for the introduction of P. vannamei and P. stylirostris. Nevertheless, this caution has not been demonstrated by the private sector, which has been bringing stocks of illegal and often disease carrying P. vannamei into Asia from many locations, as well as moving infected stocks within Asia. The commercial success of these introductions, despite disease problems, has allowed the development of substantial culture industries for these alien penaeids within Asia, particularly in China and Thailand. One effect of this is that it is rapidly becoming difficult to control the importation and development of this new industry. This report attempts to gather all of the currently available data on the extent of P. vannamei and P. stylirostris importation and culture in Asia, its potential problems and benefits, and in this way to serve as a source document from which to investigate further means by which control over this issue might be re-established. Recommendations aimed at controlling the importation, testing and culture of these species have been made for all levels and are included in this report.--Publisher's description.

The successful farming of tiger shrimp (Penaeus monodon) in India is mainly due to the existence of some 300 hatcheries whose capacity to produce 12 000 million postlarvae (PL) annually has provided an assured supply of seed. However, the sustainability of the sector is still hampered by many problems, foremost among these being a reliance on wild-caught broodstock whose supply is limited both in quantity and in seasonal availability and that are often infected with pathogens. The current low quality of hatchery produced PL due to infection with white spot syndrome virus (WSSV) and other pathogens entering the hatcheries via infected broodstock, contaminated intake water or other sources due to poor hatchery management practices, including inadequate biosecurity, is a major obstacle to achieving sustainable shrimp aquaculture in India and the Asia-Pacific region. Considering the major contribution of the tiger shrimp to global shrimp production and the economic losses resulting from disease outbreaks, it is essential that the shrimp-farming sector invest in good management practices for the production of healthy and quality seed. This document reviews the current state of the Indian shrimp hatchery industry and provides detailed guidance and protocols for improving the productivity, health management, biosecurity and sustainability of the sector. Following a brief review of shrimp hatchery development in India, the major requirements for hatchery production are discussed under the headings: infrastructure, facility maintenance, inlet water quality and treatment, wastewater treatment, biosecurity, standard operating procedures (SOPS), the Hazard Analysis Critical Control Point (HACCP) approach, chemical use during the hatchery production process and health assessment. Pre-spawning procedures covered include the use of wild, domesticated and specific pathogen free/ specific pathogen resistant (SPF/SPR) broodstock; broodstock landing centres and holding techniques; broodstock selection, transport, utilization, quarantine, health screening, maturation, nutrition and spawning; egg hatching; nauplius selection; egg/ nauplius disinfection and washing and holding, disease testing and transportation of nauplii. Post-spawning procedures covered include: larval-rearing unit preparation, larval rearing/health management, larval nutrition and feed management, important larval diseases, general assessment of larval condition, quality testing/selection of PL for stocking, PL harvest and transportation, nursery rearing, timing of PL stocking, use of multiple species in shrimp hatcheries, and documentation and record keeping. Information on the use of chemicals in shrimp hatcheries and examples of various forms for hatchery record keeping are included as Annexes.

Regular reporting and monitoring of fishery and aquaculture production using genetic information, i.e. using information on stocks, breeds, monosex groups, polyploids, products of modern biotechnology and hybrids, would allow aquaculturists to assess which breeds or strains could be most useful for production, and help fishery managers better manage and trace products from capture fisheries. Genetic information would be useful to both aquaculturists and fishery managers in assessing which stocks are under threat or endangered and in traceability requirements for the origin and handling of aquatic food products. However, the capacity and information requirements for incorporating genetic information into national and global statistics are significant and, in many cases, currently prohibitive. A key source of information for this paper was the reports currently being submitted to the FAO Fisheries and Aquaculture Department by countries as part of the process to produce the first report on The State of the World’s Aquatic Genetic Resources for Food and Agriculture (SoW AqGR). Through this country-driven process, FAO is receiving information on stocks, varieties, strains and other farmed types that are currently being used in aquaculture and fisheries or that are being actively researched for future use. The country reports will further attempt to include relevant policies and constraints relating to the collection and monitoring of genetic data.
