Between 1978 and 2006, most Latin American countries joined the "third wave of democracy". However, as elected governments were set in place all over the region, authoritarian actors often managed to overshadow democratic procedures and preserve their authoritarian enclaves, hindering the transformation of the state and the advancement of citizens’ fundamental rights. This book analyzes the extent to which democratic and authoritarian forces are intertwined in political processes and institutional design and how they affect the inclusion of the citizenry in political decisions. This enables readers to understand how autocratization influences the different dimensions of representative democracy.

La democracia como gobierno es un sistema ideal con todo lo que esta afirmación implica y con peculiar énfasis en la última palabra "ideal". Como ideal, muy pocas veces en la historia pudo ser realizada y ello -además- en muy pocos y focalizados lugares del mundo. Durante la mayor parte de la historia y en la mayor parte de los países del planeta, la democracia como gobierno fue y es una utopía (sobre el "será", obviamente nada podemos anticipar). Hoy por hoy, resulta sumamente complicado y casi imposible encontrar democracias plenas en el mundo.Lo mejor que se puede decir de la democracia lo ha dicho -a nuestro juicio- el profesor Ludwig von Mises, cuando la caracterizó -palabras más, palabras menos- como un buen sistema de elección de gobiernos. Nosotros compartimos, claro está, esa definición de Ludwig von Mises, que -nos parece- marca muy bien la diferencia entre un sistema de gobierno (lo que la democracia no es) y un sistema de elección de gobiernos (lo que la democracia sí, es).
