This issue brief presents a plan to expand educational opportunities and care for children ages 0-5 years old by investing significant federal dollars to: (1) Make high-quality preschool universally accessible to all 3- and 4-year-old children; and (2) Enable more lower-income families to afford child care for children ages 0-3 years old. These policies would advance several important national priorities. First, expanding access to preschool and affordable child care would directly improve the lives of millions of mothers and fathers who are struggling to balance the demands of work and family. In addition to the increase in single-parent households, many more two-parent households now have two working spouses. Second, investing in young children will also help strengthen America's human capital. Years of research demonstrate that the first five years of a child's cognitive and emotional development establish the foundation for learning and achievement throughout life. Finally, early childhood investments will help address our growing economic inequality and diminishing rates of upward mobility. These trends have been exacerbated by the dramatic changes in America's family structure.

The importance of the early years in influencing outcomes in later life has been well considered. What happens to a child in their first five years of life, their physical health, the connections they form, the resources they have access to and the early education and care they receive can have lasting impacts on their future outcomes. This knowledge has led to an increased policy focus and investment in younger children, especially in relation to early intervention, childcare and education. Despite this focus children are still entering the world and growing up in circumstances where they face significant disadvantage. This report highlights the critical importance of investment in the early years, illustrating that disadvantage starts during pregnancy and extends through toddlerhood and in the preschool years, with significant differences in child outcomes evident across various domains including mental health, language development and early learning, well before formal school commences. The findings in this report draw out points in the first five years where evidence or data is lacking and where we need better policy responses. This includes a greater emphasis on making sure all children, but particularly those living in disadvantage communities, have full access to services and that both location-based initiatives and broader policy measures are put in place to break the cycle. Investing in every child at an early age is an investment in human, and economic development for all. Children born in poverty are far more likely to grow undeveloped in both body, and mind. Science tells us that early child development (ECD) is critical, and marks a child for life, and, young children who are well nurtured, do better in school, and develop the skills to compete in a global economy. It is in this context that the Bank hosted a conference to review the state of knowledge on brain development, the link between ECD and human development, the standards of care to improve children's educational outcomes, the qualitative and quantitative measures of effective programs, and elements of quality in ECD programs. This book contains the proceedings of the Conference on Investing in our Children's Future, which brought together leading experts, academicians, and practitioners from nongovernmental organizations, civil society, governments, and international organizations. The conference featured the benefits of investing in young children, and measuring ECD standards of care, to ensure a fair start for all based on case studies. It further evaluated the effectiveness of ECD programs, with presentations focused on the role of private initiatives in influencing public policy. Conclusions include the pursuit of a continued evaluation on the effectiveness of ECD programs, and, a deliberately planned global coalition to fund ECD initiatives.

There is increasing evidence that the first few years after birth are particularly important in child development and present opportunities for enrichment but also vulnerabilities do to poverty and other social stressors. Elected officials have begun proposing potentially costly programs to intervene early in the lives of disadvantaged children. Have such interventions been demonstrated to yield substantial benefits? To what extent might they pay for themselves through lower welfare and criminal justice costs incurred by participating children as they grow into adults? This study synthesizes the results of a number of previous evaluations in an effort to answer those questions. Conclusions are that under carefully controlled conditions, early childhood interventions can yield substantial advantages to recipients in terms of emotional and cognitive development, education, economic well-being, and health. (The latter two benefits apply to the children's families as well.) If these interventions can be duplicated on a large scale, the costs of the programs could be exceeded by subsequent savings to the government. However, the more carefully the interventions are targeted to children most likely to benefit, the more likely it is that savings will exceed costs. Unfortunately, these conclusions rest on only a few methodologically sound studies. The authors argue for broader demonstrations accompanied by rigorous evaluations to resolve several important unknowns. These include the most efficient ways to design and target programs, the extent to which effectiveness is lost on scale-up, and the implications of welfare reform and other safety net changes.
