The recent controversy over Iran's nuclear programme represents an early and important test for a distinctively European approach to addressing concerns about suspected programmes for the development of weapons of mass destruction. Against this background, the report brings together European and Iranian perspectives on a range of security- and proliferation-related issues that have a bearing on diplomatic efforts to resolve the controversy. The contributors describe the discussions under way between Europe, Iran and the International Atomic Energy Agency aimed at clarifying the scope and nature of Iran's nuclear activities. They examine the development of the European Union's strategy to combat the spread of WMD; Iran's evolving security and defence structures and policies, including Iranian thinking about deterrence-based defence strategies and the requirements for credibly implementing them; and the internal dynamics of security policy decision making in Iran. This book investigates what is driving Iran's nuclear weapons programme in a less-hostile regional environment, using a theory of protracted conflicts to explicate proliferation. Iran’s nuclear weapons program has alarmed the international community since the 1990s, but has come to the forefront of international security concerns since 2000. This book argues that Iran’s hostility with the United States remains the major causal factor for its proliferation activities. With the US administration pursuing aggressive foreign policies towards Iran since 2000, the latter’s security threat intensified. A society that is split on many important domestic issues remained united on the issue of nuclear weapons acquisition after the US war in Iraq. Consequently, Iran became determined in its drive to acquire nuclear weapons and boldly announced its decision to enrich uranium, leaving the US in no doubt about its nuclear status. This book underscores the importance of protracted conflicts in proliferation decisions, and underpinning this is the assumption that non-proliferation may be achieved through the termination of intractable conflicts. The aims of this work are to demonstrate that a state’s decision to acquire nuclear weapons depends largely on its engagement in protracted conflicts, which shows not only that the presence of nuclear rivals intensifies the nuclear ambition, but also that non-nuclear status of rival states can promote non-proliferation incentives in conflicting states inclined to proliferate. This study will be of great interest to students of Iran, Middle Eastern politics, nuclear proliferation and international relations theory. Engagement has the best chance of working if Washington has greater leverage with which to move Tehran. Reinforced security measures, closer consultation and coordination with friends, and tougher international sanctions enforcement all provide leverage and therefore enable negotiations. Furthermore, taken together, such measures reduce the risk of cascading instability in the event of further Iranian nuclear progress. Leverage is also created by building trust with Iran and offering credible incentives. The Iranian nuclear standoff is not only a major problem but also in some ways an opportunity. As part of its incentives to Iran, Washington could propose measures that would also serve to strengthen the global nonproliferation system. Furthermore, the Middle East is looking for strong U.S. leadership and reenergized relationships. Vigorous steps to shore up regional stability could check unfounded perceptions by some that the U.S. star is waning.
