The wave of ethnic conflict that has recently swept across parts of Eastern Europe, the former Soviet Union, and Africa has led many political observers to fear that these conflicts are contagious. Initial outbreaks in such places as Bosnia, Chechnya, and Rwanda, if not contained, appear capable of setting off epidemics of catastrophic proportions. In this volume, David Lake and Donald Rothchild have organized an ambitious, sophisticated exploration of both the origins and spread of ethnic conflict, one that will be useful to policymakers and theorists alike. The editors and contributors argue that ethnic conflict is not caused directly by intergroup differences or centuries-old feuds and that the collapse of the Soviet Union did not simply uncork ethnic passions long suppressed. They look instead at how anxieties over security, competition for resources, breakdown in communication with the government, and the inability to make enduring commitments lead ethnic groups into conflict, and they consider the strategic interactions that underlie ethnic conflict and its effective management. How, why, and when do ethnic conflicts either diffuse by precipitating similar conflicts elsewhere or escalate by bringing in outside parties? How can such transnational ethnic conflicts best be managed? Following an introduction by the editors, which lays a strong theoretical foundation for approaching these questions, Timur Kuran, Stuart Hill, Donald Rothchild, Colin Cameron, Will H. Moore, and David R. Davis examine the diffusion of ideas across national borders and ethnic alliances. Without disputing that conflict can spread, James D. Fearon, Stephen M. Saideman, Sandra Halperin, and Paula Garb argue that ethnic conflict today is primarily a local phenomenon and that it is breaking out in many places simultaneously for similar but largely independent reasons. Stephen D. Krasner, Daniel T. Froats, Cynthia S. Kaplan, Edmond J. Keller, Bruce W. Jentleson, and I. William Zartman focus on the management of transnational ethnic conflicts and emphasize the importance of domestic confidence-building measures, international intervention, and preventive diplomacy.

Over the past several decades, civil and ethnic wars have undermined prospects for economic and political development, destabilized entire regions of the globe, and left millions dead. States, Scarcity, and Civil Strife in the Developing World argues that demographic and environmental stress--the interactions among rapid population growth, environmental degradation, inequality, and emerging scarcities of vital natural resources--represents one important source of turmoil in today's world. Kahl contends that this type of stress places enormous strains on both societies and governments in poor countries, increasing their vulnerability to armed conflict. He identifies two pathways whereby this process unfolds: state failure and state exploitation. State failure conflicts occur when population growth, environmental degradation, and resource inequality weaken the capacity, legitimacy, and cohesion of governments, thereby expanding the opportunities and incentives for rebellion and intergroup violence. State exploitation conflicts, in contrast, occur when political leaders themselves capitalize on the opportunities arising from population pressures, natural resource scarcities, and related social grievances to instigate violence that serves their parochial interests. Drawing on a wide array of social science theory, this book argues that demographically and environmentally induced conflicts are most likely to occur in countries that are deeply split along ethnic, religious, regional, or class lines, and which have highly exclusive and discriminatory political systems. The empirical portion of the book evaluates the theoretical argument through in-depth case studies of civil strife in the Philippines, Kenya, and numerous other countries. The book concludes with an analysis of the challenges demographic and environmental change will pose to international security in the decades ahead.

Bringing together comparative politics, conflict research and social psychology, this book presents a novel theory to explain the consolidation outcomes of post-conflict autonomy arrangements. It builds on Social Identity Theory and identifies a successful process of ethnic recognition as the key prerequisite for peaceful interethnic cohabitation through territorial self-governance. As this process is highly context-dependent, the study identifies relevant structural and actor-centered factors and analyzes their occurrence in the consolidation periods of nineteen autonomy arrangements worldwide using Qualitative Comparative Analysis (QCA). The author concludes that elites accept autonomy reforms if they promise a high degree of self-determination and, at the same time, ethnic recognition is not hindered by horizontal inequalities. Bargaining efforts succeed within inclusive institutions involving non-nationalist parties and international organizations. Autonomy reforms fail if the degree of self-rule offered is too low and strong inequalities generate new grievances. Autocratic rule, nationalist parties, and a lack of international attention provide a breeding ground for further centrifugal activities. In-depth case studies on South Tyrol and the Chittagong Hill Tracts provide further evidence for the theoretical models.
