The success of Brazil in the large-scale production and use of fuel ethanol has been widely discussed and analyzed by other countries interested in adopting policies designed to encourage the use of biofuels. Within this context, certain questions arise: Could the Brazilian experience be replicated in other countries? What were the conditions that enabled the creation of the Brazilian Proálcool (National Ethanol Program and what lessons can be learned? To examine these issues, it is important to understand the functioning of the key, interconnected markets (those for sugarcane, sugar and ethanol), which, from their inception, were the objects of extensive government intervention until 1999. Two main conditions enabled the creation of Proálcool: robust production of sugarcane and sugar (tightly regulated by the government, which applied the numerous regulations then in place); and the military regime that was in place at the time, whose decision-making and enforcement powers were quite broad, facilitating the carrying out of the necessary actions, as well as making it easier to coordinate the activities of the various stakeholders and sectors involved. This book increases understanding of the functioning of the sugarcane supply chain in Brazil, not only during the phase of government intervention but also in recent years (in the free-market environment). The lessons, positive and negative, gleaned from the Brazilian experience can contribute to reflection on and the development of alternative modalities of biofuel production in other countries, making the book of interest to scholars and policy-makers concerned with biofuel and renewable resources as well as economic development.

Sustainable energy strategies require decision-makers in government, industry, academia and civil society alike to make choices among tradeoffs. Within the transport sector alone, ethanol has been shown to be the dominant solution among viable, low carbon options to date, yet questions remain over the economic and ecological impacts of this industry. In Brazil - the largest producer of sugarcane-based ethanol and a country with over three decades of ethanol development - we find a strong basis for evaluating the ethanol industry's role in a national economy. In the mid 1970's, Brazilian ethanol production received an important boost with the launch of the “Proálcool” program. The ethanol industry has subsequently evidenced flux until its consolidation in the period following 2000. Over the course of three decades, economic, institutional, technological and environmental determinants have factored in the success of Brazilian ethanol diffusion. In economic terms, price tradeoffs for ethanol vs. sugar and ethanol vs. gasoline played a role in scale-up of the biofuel together with balance of payment considerations. From an institutional standpoint, support for the Proálcool program, deregulation of the sugar-cane sector in the 1990's and fuel pump adaptations also factored. With respect to technology, the development of flex fuel cars, greater use of mechanized harvesting, and launch of domestic, co-generated, electrical power were key drivers. Finally, in environmental terms, challenges associated with pollution and public health in major cities as well as questions related to climate change gained visibility. In this paper, we analyze a set of input-output tables for the Brazilian economy from 1975 to 2006, taking the above factors into consideration. Deriving a series of indicators, such as multipliers and linkages, we study the evolution of the ethanol sector's role in the Brazilian economy and its relation to the productive structure of the country.

"Sweet Fuel: A Political and the Environmental History of Brazilian Ethanol traces the ethanol industry from its inception under a state institution in 1933 through the height of government intervention under the national program during the dictatorship to its rebirth with the launch of the flexible fuel car in 2003. It argues that private businessmen, politicians, and rural workers leveraged nationalist interests in a domestic fuel option into one of the most advanced alternative energy initiatives in the world. The industry's connection to the popular ethanol-fueled car connected the sugar-ethanol sector to Brazilian development goals of the twentieth century, but producers and government officials ignored the disproportionate environmental and costs associated with ethanol's expansion. Climate change, food security, and energy efficiency have become universal challenges for global economic development and environmental conservation that demand in-depth multidisciplinary research. Biofuels have emerged as a decisive factor in the fight against global warming and air pollution from fossil fuel use, and they can play an important role in the development of poor as well as rich regions. In this work, I investigate the implications of biofuels for regional development in Brazil given its historic experience as an ethanol producer. I compare the environmental and economic impacts of the two predominant ethanol production techniques, in order to understand their effects on output, employment and income and also their potential to reduce the intensity of fossil fuel use and emissions of greenhouse gases. As I focus on a developing country, I also examine the distributional impacts of ethanol technology deployment, in terms of its potential contributions to poverty alleviation and the reduction of regional income inequalities. The production technologies currently used to produce ethanol differ spatially in Brazil, with a biotechnologically enhanced (capital-intensive) technology being used in the Southern regions of the country, and a traditional (labor-intensive) technology in the Northern regions. I take advantage of this regional variation to conduct a comparative regional analysis of ethanol production technology choice. I evaluate and compare the direct and indirect relationship between output, employment, income, energy intensity, and pollution emissions at the subnational level for the two ethanol production technologies, showing quantitatively the interrelations between the ethyl alcohol industry and the rest of the economy. I develop a simple, yet effective, model to study economic performance and examine the environmental-economic development tradeoff based on an interregional input-output system. I hypothesize that the adoption of the biotechnologically enhanced ethanol production technology provides greater output and employment and lower environmental and energy costs than more traditional technologies and, in contrast, that the implementation of the traditional technology alleviates income inequality by increasing the income received by households in economically deprived regions.

July 12, 2011-Over the course of a generation, Brazil has emerged as both a driver of growth in South America and as an active force in world politics. A new Council on Foreign Relations (CFR)-sponsored Independent Task Force report asserts "that it is in the interest of the United States to understand Brazil as a complex international actor whose influence on the defining global issues of the day is only likely to increase."Brazil currently ranks as the world's fifth-largest landmass, fifth-largest population, and expects to soon be ranked the fifth largest economy. The report, Global Brazil and U.S.-Brazil Relations, recommends that "U.S. policymakers recognize Brazil's standing as a global actor, treat its emergence as an opportunity for the United States, and work with Brazil to develop complementary policies."The Task Force is chaired by former secretary of energy Samuel W. Bodman and former president of the World Bank James D. Wolfensohn, and directed by CFR Senior Fellow and Director for Latin America Studies, and Director of the Global Brazil Initiative Julia E. Sweig.Recognizing Brazil's global role, the report recommends that the Obama administration now fully endorse the country's bid for a seat as a permanent member of the United Nations Security Council (UNSC). It argues that "a formal endorsement from the United States for Brazil would go far to overcome lingering suspicion within the Brazilian government that the U.S. commitment to a mature relationship between equals is largely rhetorical."Domestically, Brazil's "inclusive growth has translated into a significant reduction of inequality, an expansion of the middle class, and a vibrant economy, all framed within a democratic context." Consequently, Brazil has been able to use its economic bona fides to leverage a stronger position in the international, commercial, and diplomatic arena.The report stresses the importance of regular communication between the presidents of both countries. "Cooperation between the United States and Brazil holds too much promise for miscommunication or inevitable disagreements to stand in the way of potential gains." A mature, working relationship means that "the United States and Brazil can help each other advance mutual interests even without wholesale policy agreements between the two," notes the report.The Task Force further recommends that- the U.S. Congress "include an elimination of the ethanol tariff in any bill regarding reform to the ethanol and biofuel tax credit regime."- the United States "take the first step to waive visa requirements for Brazilians by immediately reviewing Brazil's criteria for participation in the Visa Waiver Program."- the U.S. State Department create an Office for Brazilian Affairs and the National Security Council (NSC) centralize its efforts under a NSC director for Brazil in order to better coordinate the current decentralized U.S. policy.The bipartisan Task Force includes thirty distinguished experts on Brazil who represent a range of perspectives and backgrounds. The report includes a number of additional views by Task Force members, including one that notes, "We believe that a more gradual approach [regarding Brazil's inclusion as a full UNSC member] would likely have more success in navigating the diplomatic complexities presented by U.S. support for Brazil." Another view asserts, "If the United States supports, as the Obama administration has said it does, leadership structures in international institutions that are more reflective of international realities, it must support without qualifications Brazil's candidacy [for the UNSC]."
