The defectors shared a startling array of photos and videos from personal cell phones and many are included in the digital version of this book. An unexpected subplot unfolded when Dr. Yayla found himself tailed by ISIS, and Dr. Speckhard barely missed two suicide attacks. But the authors are not deterred. As counter-terrorism experts with specialties in research psychology and law enforcement, they see ISIS as more than a terrorist group. ISIS is a brand that falsely sells dignity and purpose, justice and the restoration of glory-to vulnerable recruits-masterfully recruiting some 30,000 members online. Not all defectors have abandoned the ideas that caused them to join. What nearly all of them do share, however, is a sense of outrage about ISIS' extreme brutality, violence and abuse against the very people it claims to defend: the Sunni Muslims of Syria and Iraq, as well as corruption within its ranks. Another overarching reason for their defections seems to be how different life under ISIS actually was, when compared to what they had been lead to believe it would be. The ICSR hopes that these stories can be used to keep young men and women from becoming radicalized and travelling to join ISIS. The report recommends that governments begin to recognize the value of these stories, and says they should provide the defectors with ways to speak out, help them in resettlement, and remove legal blocks that may dissuade them from defecting and returning home.

The Islamic State of Iraq and Syria (ISIS) ruled Mosul from 2014-2017 in accordance with its extremist interpretation of sharia. But beyond what is known about ISIS governance in the city from the group's own materials, very little is understood about the reality of its rule, or reasons for its failure, from those who actually lived under it. This book reveals what was going on inside ISIS institutions based on accounts from the civilians themselves. Focusing on ISIS governance of education, healthcare and policing, the interviewees include: teachers who were forced to teach the group's new curriculum; professors who organized secret classes in private; doctors who took direct orders from ISIS leaders and worked in their headquarters; bureaucratic staff who worked for ISIS. This book presents papers from the NATO Advanced Research Workshop (ARW) entitled The Post ISIS-Era: Regional and Global Implications, held in Washington DC, USA, from 6-8 September 2019.
