Le Maghreb est à la fois une réalité géographique et historique. Du point de vue géographique, c’est l’Occident du monde arabe, de la Cyrénaïque à l’Atlantique. Du point de vue historique, c’est un destin plutôt tourmenté mais qui à travers les siècles est largement partagé. Dans le temps comme dans l’espace, il y a continuité. Le Grand Maghreb est quant à lui une idée, et une idée ancienne. Mais c’est de plus en plus un thème porteur. À l’approche du XXIe siècle, les peuples ont besoin d’identifications valorisantes. Ils aspirent à de multiples solidarités élargies, mais bien définies les unes par rapport aux autres. Le Grand Maghreb est un concept politique utilisé, ou plus exactement revendiqué, par les Maghrébins lorsqu’ils affirment leur spécificité face au Machrek, l’Orient du monde arabe, un monde arabe auquel ils entendent aussi appartenir à part entière. L’un des mérites principaux du présent ouvrage est de dépasser les turbulences de la conjoncture pour tenter de dégager quelques-unes des constantes socio-politiques qui marquent les pays qui se réclament du Grand Maghreb. Des auteurs maghrébins et français tentent pour nous de mesurer les difficultés accumulées parfois artificiellement par les États pour une entreprise commune dont rien ne permet vraiment de dire qu’elle se fera, mais que rien n’interdit de réaliser tant sont nombreuses les potentialités d’intégration.

To be a Muslim is to be a part of a culture with distinct beliefs, ideas, institutional forms and prescriptive roles.
