The influence of traditional and religious groups on modern politics is a significant factor in the development of many countries. In this volume Lucy C. Behrman investigates the political role of religious organizations in the West African country of Senegal. She introduces her study with analyses of the historical conditions under which the Muslim brotherhoods emerged as a political force and of the ways in which the pattern of relations was established. The Senegalese brotherhoods are tightly-knit organizations, each led by a marabu. whose disciples depend on him in secular as well as religious matters. The political authority of the marabus grew out of the disintegration of the tribal system in the late nineteenth century, when the marabus replaced the nobles as political leaders. The French then reinforced the marabus' power by using them as intermediaries and by helping those who cooperated with the colonial regime to defeat those who did not. Upon independence in 1960. Senegalese politicians adopted the pattern of cooperation established by the French. Behrman, examining the present role of the brotherhoods, analyzes their inter-relationships as well as their relations with political parties, government officials, the government reform program, and modern Muslim reform groups. She reveals that Senegalese officials often defer to the opinion of the strongest marabus and that, in times of crisis or uncertainty with in the government party, the Union Progressiste Senegalaise, they turn to the marabus for support. She also shows that, although the Muslim leaders occupy such a privileged position in Senegalese society, they do not actually control the government, which issecularand modern in form and is led by Western-educated men devoted to a program of industrialization and agricultural and social reform.x

‘Ideologies need enemies to thrive, religion does not’. Using the Sahel as a source of five comparative case studies, this volume aims to engage in the painstaking task of disentangling Islam from the political ideologies that have issued from its theologies to fight for governmental power and the transformation of society. While these ideologies tap into sources of religious legitimacy, the author shows that they are fundamentally secular or temporal enterprises, defined by confrontation with other political ideologies–both progressive and liberal–within the arena of nation states. Their objectives are the same as these other ideologies, i.e., to harness political power for changing national societies, and they resort to various methods of persuasion, until they break down into violence. The two driving questions of the book are, whence come these ideologies, and why do they–sometimes–result in violence? Ideologies of Salafi radicalism are at work in the five countries of the Sahel region, Burkina Faso, Mali, Niger, (Northern) Nigeria and Senegal, but violence has broken out only in Mali and Northern Nigeria. Using a theoretical framework of ideological development and methods of historical analysis, Idrissa traces the emergence of Salafi radicalism in each of these countries as a spark ignited by the shock between concurrent processes of Islamization and colonization in the 1940s. However, while the spark eventually ignited a blaze in Mali and Nigeria, it has only led to milder political heat in Niger and Senegal and has had no burning effect at all in Burkina Faso. By meticulously examining the development of Salafi radicalism ideologies over time in connection with developments in national politics in each of the countries, Idrissa arrives at compelling conclusions about these divergent outcomes. Given the many similarities between the countries studied, these divergences show, in particular, that history, the behaviour of state leaders and national sociologies matter–against assumptions of ‘natural’ contradictions between religion (Islam) and secularism or democracy. This volume offers a new perspective in discussions on ideology, which remains–as is shown here–the independent variable of many key contemporary political processes, either hidden in plain sight or disguised in a religious garb.

This dissertation examines the spiritual economy in Nioro du Sahel, an important Islamic religious center in the West African state of Mali, tracing the development of the plurality of Islamic discourses and practices as well as their inscription in broader social, political and economic contexts throughout the twentieth century. The central premise of this study is that within specific communities of Muslims, different conceptions of Islam not only vary over time but frequently coexist. Drawing on 21 months of field and archival research in Mali, Senegal, and France, I utilize oral histories, ethnography, locally produced religious texts, and colonial archival sources to analyze the development of Islamic discourses and practices within the context of French colonialism and within the post-colonial state. Conceived as a historical ethnography, it focuses particularly on the town's two rival Sufi orders, the Tijaniyya and the Hamawiyya, whose influence permeates nearly all areas of the town's social life, and those anti-Sufis who contest their legitimacy, charting the elaboration of their parallel and, sometimes, rival discourses and their interaction over time. It also examines the development of the public sphere of Islam within the post-colonial secular state and the implications of such a sphere for this religious center. The dissertation contributes to the anthropological understanding of religion and modernity and, more specifically, how what it means to be a Muslim has changed in the twentieth century. It enhances our understanding of the evolution of Islamic discourses and practices, particularly Sufism and anti-Sufism, and contributes to the study of shifts in spiritual power and authority and the complex relationship of these to political economic power in a Muslim society during colonialism and in the post-colonial period.
