What is "European Angst"? Is it the extension of "German Angst" to a whole continent? The latter term is often used disparagingly to describe the German tendency to problematise, weigh up and hesitate, especially when reasons for this seem slight and insignificant. But European Angst has nothing to do with stereotypical overscrupulousness. It is a mass of powerful emotions which transcend national borders and therefore seemed a fitting title for a conference which was to address disturbing developments, including populism, extremism and Euroscepticism. Was ist das: European Angst? Etwa die Ausweitung der German Angst auf einen ganzen Kontinent? Mit German Angst beschreibt man im Ausland oft abschätzig das Problematisieren, Abwägen und Zögern der Deutschen, besonders dann, wenn die Gründe dafür nichtig und klein erscheinen. European Angst aber hat nichts mit stereotyper Bedenkenträgerei zu tun. The contents of the first two volumes were, we gladly admit, at once more familiar and easier to handle. We were concerned with mass and leadership psychology, two factors that we know from social and political life. They have been much studied and we can clearly trace their evolution. However, since actions by masses and leaders also have an intellectual and emotional side, we were obliged, in some way or other, to deal with this topic as well. It was obviously necessary, it seemed to us, to approach this study from a new and significant angle. One cannot escape the realiza tion that "conspiracy theory" has played, and continues to play, a central role in our epoch, and has had very serious consequences. The obsession with conspiracy has spread to such an extent that it continuously crops up at all levels of society. The fol lowing paradox must be striking to anyone: In the past, society was governed by a small number of men, at times by one individual, who, within traditional limits, imposed his will on the multitude. Plots were effective: By eliminating these individuals and their families, one could change the course of events. Today, this is no longer the case. Power is divided among parties and extends throughout society. Power flows, changes hands, and affects opinion, which no one controls and no one represents entirely.

This paper summarises the main hypotheses and results of the research on the securitization of Islam. It posits that the securitisation of Islam is not only a speech act but also a policymaking process that affects the making of immigration laws, multicultural policies, antidiscrimination measures and security policies. The paper deconstructs and analyses the premises of such policies as well as their consequences on the civic and political participation of Muslims. The behaviour of Muslims was studied through 50 focus groups conducted in Paris, London, Berlin and Amsterdam over the year 2007-08. The results show a great discrepancy between the assumptions of policy-makers and the political and social reality of Muslims across Europe. The paper presents recommendations to facilitate the greater inclusion of Muslims within European public spheres.

Europe - Space for Transcultural Existence? is the first volume of the new series, Studies in Euroculture, published by Göttingen University Press. The series derives its name from the Erasmus Mundus Master of Excellence Euroculture: Europe in the Wider World, a two year programme offered by a consortium of eight European universities in collaboration with four partner universities outside Europe. This master highlights regional, national and supranational dimensions of the European democratic development; mobility, migration and inter-, multi- and transculturality. The impact of culture is understood as an element of political and social development within Europe.
