Western scholars and politicians struggle to understand the elements of Russia’s “hybrid warfare” and how to counter it. Means for “soft,” non-military Russian influence in the post-Soviet sphere and the European Union includes export media such as the television broadcaster RT and the media platform Sputnik, the targeted expansion of informal financial networks, and funding and support for left- and right-wing populist political parties and organizations. The chief of the Russian General Staff described new rules of 21st century warfare in a 2013 speech, where political goals are to be obtained through the “widespread use of disinformation... deployed in connection with the protest potential of the population.” The Russian government claims it is merely copying the instruments and techniques that the West itself employs, and deems legitimate, to promote democracy in Russia and the post-Soviet states. It has also cracked down against foreign influence and dissent in Russia through restricting the work of Western NGOs and independent media. This information warfare is an approach born out of weakness that provides more flexibility against a challenger with much greater economic and technological resources. The possibilities for directly influencing developments in Russia from outside are limited. Europeans, on the other hand, are vulnerable to Russian influence with their open societies, and Russian efforts can help fuel self-doubt in increasingly fragile and fragmented Western societies. The EU can protect itself by reinforcing its own soft power and improving governance within Europe, standing firm on sanctions, improving its knowledge base on Russia and the other post-Soviet states, and taking steps to improve pluralism in the Russian-language media space. It should also come up with a serious offer for its eastern neighbors including an EU membership prospect. If reform efforts succeed in Ukraine, the impact could spread to Russia and other post-Soviet states. Moscow encourages destabilization, corruption, and weak states in order to maintain relationships of dependency. The EU has something much more attractive than that to offer the societies of neighboring countries and should make greater use of its strategic advantage.

Russia's attempts to influence the Us.S. election via hacking and selectively leaking sensitive U.S. government and political data were not conducted in isolation. They were accompanied by large-scale, long-term efforts to build online "fake news" propaganda outlets with significant audiences in the U.S. PropOrNot has so far identified over 200 distinct websites, YouTube channels, and Facebook groups which qualify as Russian propaganda outlets according to our criteria and target audiences in the United States. Drawing on existing research and using a combination of automated and manual review techniques, we estimate the regular U.S. audiences of these outlets to number in the tens of millions. We are currently gathering data to measure that more preciely, but are confidant that it includes at least 15 million Americans.

In 1918 the People's Commissariat of Public Health began a quest to protect the health of all Soviet citizens, but health became more than a political platform or a tactical decision. The Soviets defined and categorized the world by interpreting political orthodoxy and citizenship in terms of hygiene. The assumed political, social, and cultural benefits of a regulated, healthy lifestyle informed the construction of Soviet institutions and identity. Cleanliness developed into a political statement that extended from domestic maintenance to leisure choices and revealed gender, ethnic, and class prejudices. Extremist Propaganda in Social Media: A Threat to Homeland Security presents both an analysis of the impact of propaganda in social media and the rise of extremism in mass society from technological and social perspectives. The book identifies the current phenomenon, what shall be dubbed for purposes of this book "Blisstopian Societies"—characterized in the abiding "ignorance is bliss" principle—whereby a population is complacent and has unquestioning acceptance of a social doctrine without challenge and introspection. In these subcultures, the malleable population self-select social media content, "news," and propaganda delivery mechanisms. By doing so, they expose themselves only to content that motivates, reinforces, and contributes to their isolation, alienation, and self-regulation of the social groups and individuals. In doing this, objective news is dismissed, fake—or news otherwise intended to misinform—reinforces their stereotyped beliefs about society and the world around them. This phenomenon is, unfortunately, not "fake news," but a real threat to which counterterror, intelligence, Homeland Security, law enforcement, the military, and global organizations must be hyper-vigilant of, now and into the foreseeable future. Chapters cite numerous examples from the 2016 political election, the Russia investigation into the Trump Campaign, ISIS, domestic US terrorists, among many other examples of extremist and radicalizing rhetoric. The book illustrates throughout that this contrived and manufactured bliss has fueled the rise and perpetuation of hate crimes, radicalism, and violence in such groups as ISIS, Boko Haram, Neo-Nazis, white separatists, and white supremacists in the United States—in addition to perpetuating ethnic cleansing actions around the world. Are Russian propaganda or "Fake news" entrepreneurs on Facebook undermining our sense of a shared reality? A conventional wisdom has emerged since the election of Donald Trump in 2016 that new technologies and their manipulation by foreign actors played a decisive role in his victory and are responsible for the sense of a "post-truth" moment in which disinformation and propaganda thrives. Network Propaganda challenges that received wisdom through the most comprehensive study yet published on media coverage of American presidential politics from the start of the election cycle in April 2015 to the one year anniversary of the Trump presidency. Analysing millions of news stories together with Twitter and Facebook shares, broadcast television and YouTube, the book provides a comprehensive overview of the architecture of contemporary American political communications. Through data analysis and detailed qualitative case studies of coverage of immigration, Clinton scandals, and the Trump Russia investigation, the book finds that the right-wing media ecosystem operates fundamentally differently than the rest of the media environment. The authors argue that longstanding institutional, political, and cultural patterns in American politics interacted with technological change since the 1970s to create a propaganda feedback loop in American conservative media. This dynamic has marginalized centre-right media and politicians, radicalized the right wing ecosystem, and rendered it susceptible to propaganda efforts, foreign and domestic.
