The purpose of the study is to examine the social accountability and argue comparison of outreach level of microfinance institutions (MFIs) in member countries of South Asian Association for Regional Cooperation. The inquiry has employed quantitative research approach to meticulous secondary data that has quantify using financial ratio and multiple regression analysis. Our results expose that gross loan portfolio (GLP) has a significant positive relation with the number of clients served. Conversely, the average loan balance per borrower per gross national income per capital and average outstanding balance have significant negative relation to the dependent variable. On the other hand, the yield on a GLP, size of MFIs and operational self-sufficiency has insignificant effect to the number of active borrowers. Eventually the study found no evidence of trade-off between profitability and outreach breadth. However, interest rate, board and ownership structure and outreach depth issue suggested for the further studies.

Abstract: The authors investigate the microfinance regulatory regimes in Benin, Ghana, and Tanzania, with a view to identifying key issues and lessons on how the overall regulatory framework affects integration of microfinance institutions into the financial system. The authors find that recognizing different tiers of both regulated and unregulated institutions in a financial structure facilitates financial deepening and outreach to otherwise underserved groups in urban and rural areas. That environment promotes sustainable microfinance under shared performance standards and encourages regulatory authorities to develop appropriate prudential regulations and staff capacity. Case studies of the three countries raise important issues on promoting microfinance development vis-à-vis regulating them. Laws to regulate activities other than intermediation of public deposits into loans can result in disproportionately restrictive and unmanageable standards, even as dynamic microfinance sectors have emerged without conducive regulatory regimes. The authors use the three countries' regulatory experiences to highlight the importance of differentiating when prudential supervision is warranted and when regulatory oversight suffices, and to identify the agencies to carry out regulation. They address an important issue that has received scant attention, measuring and paying for the costs of regulating microfinance, and the need to build technical capacity of supervisory and regulatory staff.

However, empirical research indicates that some key principles such as governance, and capital adequacy should be the main focus of the microfinance regulation and supervision. CGAP (2012) developed the Consensus guideline for the supervision and regulation of the microfinance institutions (MFIs). CGAP indicated that the MFIs should have a higher capital adequacy ratios as compared to the commercial banks since the microloans issued by the MFIs have insufficient security and the borrowers main motivation to repay the loans is the expectation that they would receive more loans. The MFIs are at a higher risk of loan delinquency contagion that can lead to a significant increase in the de-capitalization. Berger agreed with the above view by stating that MFIs need to have minimum capital adequacy as a means of helping the organizations to overcome the volatilities. The researcher thus concurs that capital adequacy should be a key principle in the regulation and supervision of the MFIs due to the volatilities associated with low collateral quality in the MFI loans, and increased risk of loan repayment delinquency. However, the principle should only apply to the MFIs that offer uncollateralized loans or in the cases where the security is not adequate to effectively cover the loan.

Purpose: This study develops an applicable governance structure based on multi-theoretical approach with relevant factors by using Bangladesh as a case study for doing microfinance governance research by considering stakeholders participation on board and its impact on double bottom-line performances.Design/Methodology/Approach: This research utilized longitudinal dataset (80 MFIs with 13 years and 1040 observations), with econometrics modelling to ascertain cause and effect relationship among the variables.Findings: In view of 'social-welfare & commercial logic' it found MFI's services to the poor are non-linearly influenced by profitability. If MFIs pursue high profit it tends to decrease the outreach. It contributes the existing literature by supporting stewardship theory that is CEO duality is important for developing countries. It develops new dimensions of variables considering MFIs age and size as a moderating role based on stakeholder and resource dependence theory which explain the positive and significant impact on dual performances.Practical Implications: The findings of this study suggest that MFIs can appoint a social director, as the microfinance board of directors, have to make sure that the MFIs follow the social duty. This kind of directors has been representing the clients for the MFIs.Originality/Value: This study has emphasized on governance indicators by considering board effectiveness which may be prejudiced by MFIs' competency. Meanwhile, board associates should uphold stakeholders' wellbeing rather than administrations. Ensuring microfinance governance there is a necessity for comprehensive superintendent principles.Limitation/Implication: This study copes with limitations considering data availability, time constraint, geographical, or cultural differences, etc. In Bangladesh, there is no centralized data based on microfinance research. It is persistently afflicted by information limitations. So, future research may consider those approaches and develop the extent of MFIs' outreach to the poor as well as institutional sustainability.

We examine the heterogeneous effects of globalization on the interest rate setting by microfinance institutions (MFIs) around the world. We consider MFIs as a mechanism to overcome the institutional void of credit for small entrepreneurs in developing and emerging economies. Using a large global panel of MFIs from 119 countries, we find that social globalization that embraces egalitarian institutions on average reduces MFIs' interest rates. In contrast, economic globalization that embraces neoliberal institutions on average increases MFIs' interest rates. Moreover, the proportions of female borrowers and of poorer borrowers negatively moderate the relationship between social globalization and MFI interest rate, and positively moderate the relationship between economic globalization and MFI interest rate. This paper contributes to understanding how globalization processes can both ameliorate and exacerbate challenges of institutional voids in emerging and developing economies.
