Prejudice is a multi-faceted concept that affects the relationships between individuals and groups and the creation of socially formed categories of ideas. This is a study of the early writings of Virginio Gayda (1885-1944), a talented but amoral Italian journalist whose career spanned two world wars. A keen observer, prolific writer and propagandist during his stint as the newspaper La Stampa’s special correspondent in Habsburg Vienna, Gayda lent his considerable skills to promote an aggressive foreign policy. No one did more than he to poison relations between the Italian and Yugoslav peoples. His is the story of a respected journalist who chose an ultranationalist path to fascism and international fame. Not uninfluenced by rank careerism and material reward he forsook his roots to embrace the antisemitic “race” laws of 1938 and Italy’s disastrous partnership with Nazi Germany.

Despite the liberalized reconfiguration of civil society and political practice in nineteenth-century Europe, the right to make foreign policy, devise alliances, wage war and negotiate peace remained essentially an executive prerogative. Citizen challenges to the exercise of this power grew slowly. Drawn from the educated middle classes, peace activists maintained that Europe was a single culture despite national animosities; that Europe needed rational inter-state relationships to avoid catastrophe; and that internationalism was the logical outgrowth of the nation-state, not its subversion. In this book, Cooper explores the arguments of these "patriotic pacifists" with emphasis on the remarkable international peace movement that grew between 1889 and 1914. While the first World War revealed the limitations and dilemmas of patriotic pacifism, the shape, if not substance, of many twentieth-century international institutions was prefigured in nineteenth-century continental pacifism.

This unique and comprehensive account describes the interplay of internal and external factors in the emergence of the Austro-Hungarian Navy from a coastal defence force in 1904 to a respectable battle force capable of the joint operations with other Triple Alliance fleets in the Mediterranean by the eve of World War I. By 1914 the Austro-Hungarian Navy was the sixth largest navy in the world and the quality of its officers and men was widely recognised by most European naval observers at the time. The book describes the relationships between naval leaders, the heir to the throne Archduke Francis Ferdinand, and the Parliament in shaping the dual Monarchy's naval policy. It also shows how the changes in foreign policy in Italy and underlying animosities between Rome and Vienna led to a naval race in the Adriatic that eventually bolstered Germany's naval position in respect to Great Britain in the North Sea.
