Excerpt from Italy's Problems and Achievements The articles which follow ought to give American readers a much better idea than they now have, of the great service which Italy has rendered to the cause of civilization, during the present war. This is well, for Italy has been the most misjudged of all the Allies. From the beginning of the war, at the end of July, 1914, the world misunderstood her position, and the Germans spread lies about it and calumniated her. The truth, known to a few then, ought to be clear to all now. Italy could not join the Allies, or go to war at all, because her recent campaign in Africa had exhausted her munitions and supplies, and made it necessary to remodel and equip her army. This work required eight months. But, at the very start, she gave immediate help to the utmost of her power by informing the French Government that she would not fight on the side of the Teutons. This was of immense military service, because it released the French army corps watching the Italian frontier, and the moral service was, and is, and will be, of prime importance - because it meant that Italy, knowing much of the secret intrigues preceding the outbreak of hostilities, declared that the Germans were bent on a war of conquest and aggression. Italy, it must be remembered, had been for thirty-two years a partner of Germany and Austria in the Triple Alliance, and when she refused to join their piratical campaign, they charged her with backsliding and treachery. Article VII, of the Triple Alliance pact, however, distinctly stated that the partners should aid each other only in case they were attacked; no aggression against foreign nations was contemplated by them. This open access book discusses financial crisis management and policy in Europe and Latin America, with a special focus on equity and democracy.
