Das neue Jahrbuch Stadtregion Die Förderung von ‚Kreativität’ – als Schwerpunkt des neuen Jahrbuchs – gilt in Planungs- und Wirtschaftsagenturen (staatlich und privat) mittlerweile häufig als Panazee der Entwicklung postindustriell orientierter Städte. Insbesondere durch die Förderung von Kultur und Künsten als Kern kreativer Tätigkeiten wird von diesen ein ökonomischer Mehrwert erwartet. Fraglich bleibt, ob dies realistisch ist, empirisch nachgewiesen werden kann, und ob diese Instrumentalisierung nicht zu Lasten einer autonomen Kultur oder anderer urbaner Felder geht. Zudem sind stadtkulturelle Bedingungen von Kreativität noch immer wenig ausgeleuchtet. Das Schwerpunktthema dieses Jahrbuches macht es sich deshalb zur Aufgabe, die Spannbreite stadtplanerischer Überlegungen um diese Komponente kritisch zu erweitern.

English summary: This book aims at a comprehensive understanding of diverging urban rejuvenation practices and gentrification processes in New York City, Berlin and Vienna. Regulative and supportive mechanisms at policy and planning level have been identified through a comparative analysis of urban rejuvenation policies and actors' embeddedness. Those mechanisms enable the development of contextualised parameters that support projection attempts of future gentrification processes at the neighbourhood level. As a result, a reflective understanding of gentrification and policy recommendations are drawn at a general level. The recommendations refer to the political understanding of gentrification and its role in urban development. This analysis argues that cities should include gentrification as a driving force in urban policies. However, processes of gentrification require mediation and monitoring by public authorities who should be aware of the risk of social fragmentation. As a consequence, cities should move towards a social entrepreneurial city that moves beyond the simple distribution of financial resources and responsibilities and ensures social responsibility within the force field of ongoing neoliberal forces. Urban space is a commons: simultaneously a sphere of human cooperation and negotiation and its product. Understanding urban space as a commons means that the much sought-after productivity of the city precedes rather than results from strategies of the state and capital. This approach challenges assumptions of urbanization as capital-driven, an idea which resonates with a range of recent urban social movements, from the Arab Spring and the Occupy movement to the “Right to the City” alliance. However commons exist in a tense relationship with state and market, both of which continually seek to exploit and control them. Initiatives to create “commons” are welcomed and even facilitated by governments in order to (re-)valorize urban space and lessen the impacts of economic restructuring, while, at the same time, the creative and reproductive potential of the urban commons is undermined by continuing attempts to commodify them. This volume examines these topics theoretically and empirically through a wide spectrum of international case studies providing perspectives from a variety of cities as diverse as Berlin, Hyderabad and Seoul. A wider discussion of commons in current scientific and activist literature from housing, public space, to urban infrastructure, is explored through the lens of the urban condition.
