Wie die allgemeinen sozialen Sicherungssysteme, so war auch das Sondersystem der landwirtschaftlichen Sozialversicherung seit Mitte der siebziger Jahre Gegenstand intensiver Reformdiskussionen. Im Vergleich zu den allgemeinen sozialen Sicherungssystemen zeigte das System der landwirtschaftlichen Sozialversicherung jedoch eine bemerkenswerte Reformresistenz. Die vorliegende empirische Analyse der Agrarsozialpolitik von 1976 bis 1990 untersucht deren Gründe.Sie kommt zu dem Ergebnis, daß der beobachtete Politikverlauf auf vielfältige Ursachen zurückgeführt werden kann. Zu den wichtigsten Bestimmungsgründen der Agrarsozialpolitik von 1976 bis 1990 zählen Entwicklungen der Gemeinsamen Agrarpolitik der Europäischen Union, wahlpolitische Einflußnahmen des Deutschen Bauernverbandes, der spezifische sektorale Korporatismus des Agrarbereichs sowie der Regierungswechsel von 1982. Da ihr Stellenwert für die Ausgestaltung des agrarsozialen Sicherungssystems indes variiert, erfordert die Analyse der Politikergebnisse eine integrierte Betrachtung dieser Faktoren. Ein entsprechender Vergleich der untersuchten Entscheidungsprozesse zeigt, daß insbesondere die Abschottung der Agrarpolitik von anderen Politikbereichen und Entscheidungsregeln im politischen System der Bundesrepublik das Beharrungsvermögen der agrarsozialen Sicherung im untersuchten Zeitraum begünstigt haben. Sie eröffnen Reformgegnern gute Chancen, mißliebige Entscheidungen zu blockieren.
