जम्मू-कश्मीर के प्रमुख राजनीतिक दल प्रजा परिषद् ने पिछली शताब्दी के पाँचवें दशक में राज्य के विभिन्न मुद्दों को लेकर एक ऐतिहासिक आंदोलन चलाया था। इस आंदोलन में हजारों सत्याग्रही कारागार में बंद रहे। पंद्रह सत्याग्रहियों ने पुलिस की गोलियों का शिकार होकर शहादत प्राप्त की। भारतीय जनसंघ के संस्थापक अध्यक्ष डॉ. श्यामा प्रसाद मुकर्जी इसी आंदोलन का समर्थन करते हुए जम्मू-कश्मीर सरकार द्वारा गिरफ्तार किए गए। श्रीनगर की जेल में उनकी रहस्यमय परिस्थितियों में मृत्यु हो गई। प्रजा परिषद् के इस आंदोलन का मुख्य स्वर यह था कि एक ही देश में दो संविधान, दो ध्वज और दो प्रधान नहीं हो सकते हैं। प्रजा परिषद् राज्य में भारतीय संविधान को पूर्ण रूप से लागू करने की प्रबल समर्थक थी। यह प्रजा परिषद् के आंदोलन का ही परिणाम था कि विदेशी शक्तियों के चंगुल में फँस रहे शेख अब्दुल्ला को उन्हीं की पार्टी नेशनल कॉन्फ्रेंस ने त्याग दिया, जिसके कारण उन्हें राज्य के प्रधानमंत्री पद से अपदस्थ करना पड़ा। भारतीय संविधान की अधिकांश धाराएँ जम्मू-कश्मीर में भी लागू की गईं। परंतु प्रजा परिषद् के इस ऐतिहासिक आंदोलन का इतिहास अभी तक लिखा नहीं गया था, और न ही उसका वैज्ञानिक विश्लेषण हुआ था। जम्मू-कश्मीर का यह एक ऐसा अध्याय है, जिसे समझे और जाने बिना राज्य के मनोविज्ञान को नहीं समझा जा सकता। प्रस्तुत ग्रंथ राज्य की उसी अनकही कहानी को प्रकाश में लाने का एक महत्त्वपूर्ण प्रयास है।
