Although Montreal has been a bilingual city since 1760 and demographically dominated by French-speakers for well over a century and a quarter, it was not until the late 1960s that full-fledged challenges to the city’s English character emerged. Since then. two decades of agitation over la question linguistique as well as the enactment of three language laws have altered the places of French and English in Montreal‘s schools, public administration, economy. and even commercial signs. In this book, Marc Levine examines the nature of this stunning transformation and, in particular, the role of public policy in promoting it. The reconquest of Montreal by the French-speaking majority makes for interesting history. It includes episodes of intense conflict and occasional violence and tells the fascinating story of how an economically disadvantaged and culturally threatened linguistic community mobilized politically and used the state to redistribute group power in Canada’s second largest city. In addition, the history of Montreal’s language question offers analysts of urban politics and public policy an excellent case study of some of the central issues facing cities containing more than one major linguistic community. Predominantly Catholic societies subjected to British conquest and partial colonization, Ireland and Quebec rebelled unsuccessfully and entered the modern era with populations divided by language and religion. Ireland failed to achieve home rule within the United Kingdom and chose armed resistance, which led to independence for most of the country at the price of partition. Quebec achieved home rule as a province within the Canadian federation, which led to a century of relative stability followed by the Quiet Revolution and the rise of an independence movement. Almost simultaneously with increased pressure for independence in Quebec, the Irish question erupted again with an armed struggle between supporters and opponents of partition in the six northern counties.

Quebec’s most recent attempts to assert its distinctiveness within Canada have relied on unilateral constitutional means to strengthen its French and secular character, suggesting that an important change of political culture has taken place in Quebec. With its diverse team of researchers, Contemporary Federalist Thought in Quebec considers the recent history of the debate that once threatened Canada with disjunction, exploring the federalist thought that continues to shape constitutional debate in Quebec. Examining historical perspectives from 1950 to the present day, the volume draws portraits of the key actors in the federalist movement – including political leaders, intellectuals, academics, activists, and spokespersons for pressure groups – comparing their various outlooks, interventions, and values, and examining the ties that bind these actors to the sense of nationalism that emerged during Quebec’s Quiet Revolution. Webber begins by showing how different conceptions of culture, language, and nation shaped Canada's constitutional negotiations from 1960 until the referendum of 1992. He then calls for a reconception of the terms of the debate, claiming that the terms now used, often borrowed from quite different societies, have made resolution of the constitutional issues more difficult. He rejects the language of nation and nationalism, and the tendency towards exclusiveness implicit in that language, arguing for a Canadian community founded not on a rigid set of "shared values" but on shared debates and shared engagements through time. Recognizing that Canadians belong simultaneously to the larger community and to other more local communities each generating its own sense of allegiance Webber describes how their relationships are shaped by institutional, linguistic, and cultural factors and notes that these multiple influences produce an asymmetrical structure. He maintains that this structure should be reflected in an assymetrical constitution, and can be accommodated without undermining individual rights. Webber offers both an overview of the constitutional negotiations and a set of reflections on the appropriate relationship between culture, language, and political community in Canada. These reflections, while rooted in the Canadian context, hold lessons for other pluralistic federations, or for nations confronting similar issues of cultural accommodation.
