The Forest City project in Johor, Malaysia is part of a larger plan to elevate Johor to development success, similar to Shenzhen's evolution from Hong Kong's backwaters to being a modern metropolis. However the project was embroiled in controversy from the beginning. The mixed development was meant to create sustainable homes, recreational areas, schools and business infrastructure that would house about 700,000 people, generate annual revenues of about RM30 million for the state, and create more than 60,000 jobs, including a substantial number for locals through a "a. Sudden capital controls imposed by China on its citizens in early 2017 put a spanner in the works. Middle-class Chinese struggling to afford homes in China's big cities were Forest City's prime clientele and the new regulations preventing the transfer of funds for property purchase and the use of credit cards for investment transactions have brought future sales and the completion of signed commitments into question. Forest City will now have to focus on other markets in order to meet its sales targets. While the project has its merits, the economic benefits might be overstated as a number of socio-economic and environmental impacts have not been fully taken into account.

In 1990, the Malaysian state of Johor—along with Singapore and the Indonesian island of Batam—launched the Growth Triangle to attract foreign direct investment. For Johor, this drive was very successful, transforming its economy and driving up income levels. Today, Johor is one of Malaysia’s “developed” states, housing large clusters of electrical and electronics, food processing, and furniture producing firms. While welcome, this structural transformation has also entailed important challenges and strategic choices. After three decades, Johor’s manufacture-for-export model is under question, as it faces increasing competition and flat-lining technological capabilities. In response, the state has sought to diversify its economy through strategic investments in new, mostly service-based activities. Yet, Johor retains pockets of excellence in traditional sectors that also require support and policy attention. The state’s economic transformation has also been accompanied by far-reaching political, social, and environmental change. Not least, Johor’s growing population has generated demand for affordable housing and put pressure on public services. The strain has been exacerbated by workers from other states and overseas. These demographic factors and large-scale projects have, in turn, put stress on the environment. These economic and social changes have also had political ramifications. While Johor is a bastion of two of the country’s oldest and most established political parties, the state’s large, urban and connected electorate has made it hospitable terrain for new political organisations. Beyond electoral politics, Johor is also the home of a powerful and influential royal family, with very specific ideas about its role in the state’s political life. Building on earlier work by the ISEAS – Yusof Ishak Institute on the Singapore-Johor-Riau Islands Cross-border Region, this book focuses on this important Malaysian state, as it deals with important domestic challenges on one hand and strives to engage with international markets on the other. “I have always felt that there are many more complementarities possible between Singapore and Johor. Rapid urbanization and development in Southeast Asia have impacted its high biodiversity and unique ecosystems, directly through the use of forest lands for infrastructure building, and indirectly through increasing ecological footprints. In Greater Bandung, Indonesia and Greater Kuala Lumpur, Malaysia, rapid urbanization over the last thirty years has resulted in an increase inbuilt infrastructure of approximately two and three times respectively. A Nature-Based Solutions approach can potentially underpin urban design and planning strategies in Greater Bandung and Greater Kuala Lumpur, as well as other cities in Southeast Asia, to address biodiversity conservation and also global environmental challenges such as climate change adaption and mitigation while supporting well-being. Mainstreaming Nature-Based Solutions in Southeast Asia will require knowledge gaps to be addressed, greater awareness, increasing the evidence base, metrics for measuring success, support from institutions and stakeholders, and new and innovative financing. The urgency of global socio-ecological challenges, in particular the biodiversity and climate crisis, means transformational change is needed in Southeast Asia, for urban, ecological, technical, economic, and social systems, while still supporting sustainable development.

Large urban megaprojects costing billions of US dollars, erected with the promise of great economic benefits but controversial due to their environmental and social impacts, are becoming more common throughout the world. Most popular in the Middle East and in Asia, such projects exemplify how forces of globalization engage with urban form. Urban megaprojects are increasingly pursued by foreign developers looking to expand abroad but often face challenges operating in unfamiliar political and regulatory settings. Chinese developers, in particular, have global ambitions but may conflict with local priorities as they extend their reach overseas. Forest City is a vast luxury real estate development by Chinese developer Country Garden on 14 square kilometers of reclaimed land spread over four islands on the Malaysian side of the Straits of Johor, the strip of water which separates it from Singapore. This study uses Forest City as a case study to investigate the key themes associated with large urban mega projects and the impacts they have on a region. Among them is the notion that such projects are considered "exceptional" and therefore bypass traditional planning and development controls. Actors external to planning and development are suspected of co-opting the process for their own interests. Evidence collected during fieldwork from July-August 2015 and January 2016 suggests that Forest City fits neatly within these patterns and sheds light on the patterns of influence in urban development throughout the region. The case also suggests several lessons for Chinese developers operating abroad.

After the end of the Cold War, it seemed as if Southeast Asia would remain a geopolitically stable region within the American-led order for the foreseeable future. In the last two decades, however, the re-emergence of China as a major great power has called into question the geopolitical future of the region and raised the specter of renewed great power competition. As the eminent China scholar David Shambaugh explains in Where Great Powers Meet, the United States and China are engaged in a broad-gauged and global competition for power. While this competition ranges across the entire world, it is centered in Asia. In this book, Shambaugh focuses on the critical sub-region of Southeast Asia. The United States and China constantly vie for position and influence across this enormously significant area--and the outcome of this contest will do much to determine whether Asia leaves the American orbit after seven decades and falls into a new Chinese sphere of influence. Just as importantly, to the extent that there is a global "power transition" occurring from the US to China, the fate of Southeast Asia will be a good indicator. Presently, both powers bring important assets to bear in their competition. The United States continues to possess a depth and breadth of security ties, soft power, and direct investment across the region that empirically outweigh China's. For its part, China has more diplomatic influence, much greater trade, and geographic proximity. In assessing the likelihood of a regional power transition, Shambaugh examines how ASEAN (the Association of Southeast Asian Nations) and its member states maneuver and the degree to which they align with one or the other power.
