The recovery of isolated military or civilian personnel has been a primary concern for the U.S. combatant commanders. Unfortunately, throughout history, conventional combat search and rescue (CSAR) forces within the Department of Defense have demonstrated a lack of integrated capability in peacetime. As a result, they have undertaken extreme efforts to reorganize, buildup, and employ an ad hoc CSAR force during crisis action planning for combat operations. All military services contribute in preparing for, and responding to, the Joint Force Commander's (JFC) requirement to recover isolated personnel but without one commander in charge to ensure unity of command and unity of effort. Current joint doctrine directs each military service, as well as Special Operations Command (SOCOM), to be responsible for their own CSAR capability, but it does not fully address CSAR unity of effort among the services. Therefore, commanders have resorted to the just do something mentality and favored the use of special operations forces (SOF) to conduct CSAR based on their multifaceted capabilities. Presently, using SOF as the primary CSAR force has been the trend, but this does not fix the CSAR duplication of effort within the military services. This has left the U.S. military ill-prepared to effectively conduct joint CSAR missions for the JFC. This paper will propose the development of a Joint CSAR Task Force (JCSARTF) to integrate the military services CSAR capabilities underneath one commander, the CINC's theater SOC, which will streamline the JFC's capability. In addition, to support this JCSARTF concept, the consolidation of the Air Force's conventional and SOF CSAR capabilities underneath SOCOM can improve the unity of command and effort for the JFC's CSAR mission. The essential CSAR capabilities are in our services; they just need to be reorganized and put in their proper place to ensure an effective CSAR standing force for the warfighting CINC.

The rescue of U.S. military personnel trapped behind enemy lines is critical for morale, protection of assets, operational security, and domestic support for combat. This paper demonstrates the following: in order to improve the effective and efficient use of combat search and rescue (CSAR) forces, Joint Forces Commanders (JFC) need to reorganize their staffs by replacing the Joint Search and Rescue Center (JSRC) with a Joint Task Force-Combat Search and Rescue (JTF-CSAR) that reports directly to the JFC. This will allow better integration of services, more timely execution of missions, and the elimination of parochialism. The fact that each military service as well as Special Operations Command (SOCOM) provides robust, yet redundant CSAR capabilities to the JFC has created unique problems. Fortunately, CSAR tactics are common throughout the U.S. military, which leaves the ability to operate jointly as the only serious weakness. By replacing the JSRC with a JTF-CSAR, more of a balanced operational and tactical focus will be achieved. The placement of the CSAR function directly under the JFC will lead to better integration of individual service strengths, resulting in improved unity of command and effort. As well, this JTF-CSAR will be the "one-stop-shopping" for CSAR, and will be integral to all combat missions. This will result in more expeditious execution of CSAR missions, and will correct the doctrinal disconnect that requires the services to "try themselves" before asking for help. Finally, a JTF-CSAR will posses significantly improved granularity regarding the CSAR capabilities in theater, and will help to prevent confusion created by the vagaries of current joint doctrine. Combatant Commanders are required by Joint Doctrine to plan for and execute Combat Search and Rescue Operations (CSAR) within their theaters of operation. Doctrine also requires that component commanders and USSOCOM also be prepared to perform CSAR operations in support of their own component operations. Capabilities, polices, budget, and equipment limitations within the component services means that no single service is prepared to under take CSAR operations without support. Since Operation Desert Storm, Special Operations Forces (SOF) have been assigned the responsibility of theater CSAR operations. CSAR is a collateral mission for USSOCOM, assigning SOF the theater CSAR mission violates current Joint Doctrine. The Doctrine needs to be changed, the USSOCOM mission list needs to be modified, CSAR should be moved from a collateral mission to a principal mission The CSAR assets of the US Air Force - aircraft and aircrews should be reassigned to an Air Force SOF unit assigned to USSOCOM. Creation of a Joint Special Operations CSAR Task Force (JSOCTF) under the theater Special Operations Command (SOC) would allow for the development of a C2 structure that would provide the Combatant Commander with a force structure that was trained, manned and equipped to perform CSAR operations anywhere within the theater battlespace.

The Goldwater - Nichols, Department of Defense Reorganization Act of 1986 directed the Chairman of the Joint Chiefs of Staff (CJCS) to develop joint doctrine. To fulfill the CJCS's joint doctrine responsibility, a joint doctrine master plan was developed. One of the most pressing joint doctrine voids identified in the joint doctrine master plan was joint task force employment doctrine. This paper traces the history of joint doctrine development, examines the development of Joint Pub 5-00.2 Joint Task Force Planning Guidance and Procedures, and identifies the strengths and weaknesses of this publication. The author concludes that Joint Pub 5-00.2 does a good job addressing many of the doctrinal and procedural voids gleaned from lessons learned in past joint operations executed by a joint task force. However, this manual does not adequately discuss functional command organizations and relationships. Additionally, Joint Pub 5-00.2 should be evaluated in an exercise employing a short notice contingency scenario before its contents can be validated. Finally, Combatant Commands and Services should develop effective distribution systems for joint doctrine test publications to insure they are received by organizations requiring them.

This demise of the former Soviet Union, while bringing about the end to the Cold War, has not resulted in a concurrent decrease in regional military confrontations. In many respects, today's global environment is much more volatile and fragile than that of the bi-polar era. It is within this environment that the United States must remain poised and ready to rapidly project forced entry military capability. This study investigates and analyzes the current and projected capabilities of the U.S. military to establish and deploy a joint task force headquarters capable of planning and executing these complicated operations. Conclusions reached as a result of this study point to the need to permanently establish a single joint task force headquarters which can serve as a rapidly expanded nucleus for the designated JTF commander. This finding echoes that of Holloway Commission's 1980 report on the failure of the Iranian hostage rescue which found that an existing JTF organization, even if it were small and had few permanent members assigned, would provide an organization with the required expertise which could serve as the nucleus for a larger force upon activation.
