"Developing future Joint force leaders is equal in importance to building new formations and acquiring advanced technology. Tactical leaders that the Joint force invests in today will pay dividends as the operational and strategic commanders of tomorrow. Joint Operating Environment (JOE) 2035 anticipates the future security environment will be in a state of “flux,” where change “occurs at an irregular pace” and “the pursuit of political objectives through organized violence is and will remain a feature...” Senior leaders continue to carefully and regularly assess the leadership qualities needed for the next generation. This is an iterative process though, meaning the current Desired Leader Attributes (DLAs) and methods of developing leaders must be continually reassessed. The current Chairman of the Joint Chiefs of Staff (CJCS) GEN Mark Milley recently expressed to Congress: “[i]n order to retain our competitive advantage into the 2030s and beyond, we are refining Professional Military Education (PME) and talent management to develop Joint Leaders with the skills, values, and intellectual agility to fight and win the wars of tomorrow.”"--Abstract.

The art of leadership has been a subject of study and relevance since the dawn of the human race. The actions of leaders throughout history have created and destroyed great empires, sparked scientific discovery, horrified generations, and inspired positive change. The greatest of these leaders have shared a common trait of understanding human nature and the psychology of their followers. Leadership is tied to human psychology, however, Service, government agency and multi-national leadership development programs, philosophies and definitions vary across the joint force. Since the dawn of the twenty-first century, the U.S. military has been engaged in two major wars and other military operations short of war. The lessons learned suggest that the future security environment will present challenges and complexities that the joint force will be expected to overcome. The success of the joint force will depend on the operational leadership of its joint force commander. The joint force commander will need to possess and demonstrate varying leadership qualities. However, the essential quality that will facilitate the joint force to prevail is the joint force commander's operational vision. This paper explores the future security environment, examines the theoretical concept of operational vision, and the role of operational vision to the efficacy of the joint force commander. This paper draws upon the lessons of two operational commanders and the effects of their operational vision to the outcome of each respective military campaign. Finally, the analysis will conclude by demonstrating operational vision is the key leadership quality that will enable the joint force to overcome the challenges of the future security environment

"In recent years, the United States has shifted the national security and defense focus to great power competition. To support this shift, Department of Defense leaders have mandated the development of a lethal joint force that can project power across all domains. United States Air Force (USAF) leadership has pledged support to this mandate through a Chief of Staff priority of strengthening joint leaders and teams. The goal of this focus is to prepare Airmen to lead at all levels of the joint staff and bring together members of all services in support of force projection across the components. This paper aims to support this priority by first identifying a capabilities gap in Air Force early officer education, joint planning process application, and senior leader assessment programs that the service must overcome to keep pace with sister service development efforts. The second section highlights why the capabilities gap must be eliminated in order to gain and maintain an advantage in great power competition. The final section offers recommendations for how the Air Force can eliminate the capabilities gap and better prepare officers for joint leadership by restructuring junior officer military education, adopting planning processes into unit-level business, and incorporating senior leader assessment courses."--Abstract.

This project describes a computer-mediated cognitive leadership training program for helping leaders of a Joint Task Force overcome cultural barriers between services. The program focuses on the brigade level (and higher) echelons of service warfighting units, and it is intended as a supplement to intermediate-level formal service schools. The training environment features a user-friendly interface based on the Decisive Action platform, which provides a controlled environment for leadership skill training. The proposed scenario places the participant in a crisis situation as the commanding officer of a Joint Force operation. A crisis situation requires information from a wide range of information sources and categories, and the trainee, as the commander, must assess the situation with the information provided. The trainees are assessed on how well they adapt to unforeseen circumstances that are introduced during the course of the experiment.

The past 10 years have been some of the most challenging in our military's history. Our service members and their families have endured every hardship and met every challenge with courage and dignity throughout. The responsibility for defending our nation is one we have proudly carried for centuries. As we examine how the past 10 years have affected our military, the Joint Force faces three points of transition which will test our leadership and shape our future: the transition from two large land wars to a complex security environment with many challenges, the transition from abundant to constrained resources, and, as our active force shrinks in size, the transition of many service members and families into civilian life. These focus areas will guide us through the transitions: achieving our national objectives in our current conflicts; developing a joint force for 2020; recommiting ourselves to the profession of arms; and, keeping faith with the military family. This document goes into detail of the key efforts in each of these focus areas.
