Recent scandals in the military have created a perception that the ethical standards of the United States Armed Forces are deteriorating. This deterioration threatens to undermine both the operational readiness and public support necessary to maintain an effective and empowered fighting force. Changes in mission and force structure have placed increasing demands on the military to provide education and enforcement of high ethical principles for all personnel. This paper examines the nature of current military ethics and provides an outline for establishing and maintaining a set of Department of Defense core values. In order to face the challenges of the next century, the United States military must develop an officer corps that understands and demonstrates these values.

This collection is a unique joint venture of teachers in, and practitioners of military ethics. Representatives of each branch of the Armed Forces, i.e. the Navy, the Army, the Air Force and the Military Police, discuss their branch-specific experiences with moral questions and dilemma's. The moral questions and dilemma's which arise in their work are also discussed by certain professional groups within the Armed Forces, such as the Military Medical Service and the Military Psychological Service. Detailed attention is given to how junior commanders can enhance morally responsible behaviour within their unit. A substantial part of the book focuses on teaching military ethics. It includes the Socratic dialogue, decision-making skills, and a chapter containing fictitious moral dilemmas that can be used as exercises. This book escorts us through some moral mine fields. Recognizing the difficult obligations of the men and women who serve, the armed forces include ethics courses throughout the various curricula of their schools and academies. They also sponsor conferences on ethical issues, and generally encourage discussion of professional ethics. One such effort - the annual Joint Services Conference on Professional Ethics - has inspired and informed this book. Respected and influential ethicists and educators, both military and nonmilitary, gather each year to address ethical issues in all levels of national defense. These Joint Services Conferences have examined such difficult matter of ethics as terrorism and the morality of strategy and tactics. The collected essays in this book were among the best presented at two of these annual Conferences.The issues addressed in this book are representative of the concerns of the men and women in the Services and the society as a whole. The contributors are not in accord, indicative perhaps of the difficulties faced by individuals in reconciling military tasks with ethical responsibilities. In part I, Nicholas Fotion and John H. Yoder carefully weigh the terms morality and immorality, offering perspectives from semantics and history, and David E. Johnson examines the terrorist's ethic of "the ends justify the means," finding it incompatible with American principles. Part II, "The Clash of Ethical Systems, " contains four lively essays. In the first, Barry D. Watts, drawing examples from the military art and national values, concludes that we and the Soviets are not alike. John B. Chomeau, in a different approach, relates current Soviet actions to Marxist doctrine. In a pair of complementing essays, British Royal Marine Jake R. Hensman describes conflicts between different! ethics systems and between civil law and military necessity in the line of duty in Northern Ireland.

If America's armed forces espouse a joint profession of arms, then not only should there be mandatory ethics education and training within the respective services, there also should be an overarching "joint" approach to professional military ethics and moral conduct education as well as an established joint code of ethics or essential core character values. Since 1990, the United States, and especially its military, has been faced with many situations that raise questions about the effectiveness of, and approach toward, ethics education. The leadership in today's military recognizes a need to focus on ethics education and character development from the most junior private to the most senior general. This research effort supports a concept of joint professional military ethics (PME) education and proposes an all-encompassing set of Joint Service Core Character Values. If military officers are going to be held to a higher standard than society, then there should be a clear set of standards to guide their performance and conduct. Not only should military officers be held to a higher standard than society because of their awesome responsibilities, but they also should be afforded the opportunity to recover from an ethics- or character-related mistake by accepting responsibility, being held accountable, and regaining lost credibility. To be successful in the pursuit of jointness, proficiency and professionalism in all aspects of military performance are essential. One aspect, that of ethical behavior and moral conduct, is clearly a necessary element in terms of ultimate success. By endorsing a joint concept for PME education and establishing a set of Joint Service Core Character Values focused on the military profession, the U.S. Armed Forces can significantly close the gap toward becoming a true joint profession of arms.

This essay focuses on one of the intangible elements of the art of operational leadership -- enhancing one's sense of military ethics and knowledge of the laws of war to arrive at a decision. In war, professional military ethics are inextricably woven into the fabric of the decision-making process and, along with other critical elements like desired end state and the laws of war, make up an essential part of a final decision. This essay describes the link between decision-making, ethics, and knowledge of the laws of war. This link is historically based, proven over time, and continues today. Furthermore, understanding it can be a great enabler in making sound decisions and justifying them to national and international audiences. The services should provide the necessary time and effort to ensure their senior officers are educated accordingly, regardless of the cost in time, admittedly a very scarce resource to the flag or general officer. In today's conflicts, the types of ethical issues that the operational commander, or any flag officer, will encounter are graduate level in their complexity. They require careful thought and study. When the time comes to make a decision of enormous consequence, there may not be time to look up terms like noncombatant immunity, double effect requirements, and necessity.
