The Joint Strike Fighter (JSF) is DOD's most expensive aircraft program. The program represents 90 percent of the remaining planned investment for recapitalizing DOD's aging tactical aircraft fleet. GAO is required by law to review the program annually for 5 years, beginning in fiscal year 2005. This is our second report and GAO assessed the program's acquisition approach-in terms of capturing knowledge for key investment decisions-and identified an alternative to improve outcomes.

"The F-35 Lightning II, also known as the Joint Strike Fighter (JSF), is the Department of Defense's (DOD) most costly and ambitious aircraft acquisition, seeking to simultaneously develop and field three aircraft variants for the Air Force, Navy, Marine Corps, and eight international partners. The JSF is critical for recapitalizing tactical air forces and will require a long-term commitment to very large annual funding outlays. The current estimated investment is $323 billion to develop and procure 2,457 aircraft. This statement draws substantively from GAO's March 19, 2010 report (GAO-10-382). That report discusses JSF costs and schedules, warfighter requirements, manufacturing performance, procurement rates, and development testing plans. This statement also provides an updated analysis of relative costs and benefits from a second (or alternate) engine program. In previous years, we recommended, among other things, that DOD rethink plans to cut test resources, improve reliability of cost estimates, and reduce the number of aircraft procured before testing demonstrates their performance capabilities. In our March 2010 report, we recommended that DOD (1) make a new, comprehensive assessment of the program's costs and schedule and (2) reassess warfighter requirements. In 2019, DOD will decide whether to enter full-rate production for the F-35 aircraft, the most expensive and ambitious weapon acquisition program in U.S. military history. DOD has already requested the $9.8 billion it will need for 2019, and it will continue to request more over the next two decades—about $10.4 billion annually. However, the F-35 is just one program in DOD’s vast acquisition portfolio, raising questions about its long-term affordability. This is GAO's third report under this provision. It assesses progress of development and testing, including remaining deficiencies, and plans for spending on new capabilities. Congress should consider providing in future appropriations that no funds shall be available for obligation for F- 35 Block 4 until DOD provides a sound business case for the effort. GAO is making two recommendations to DOD, including that it resolve all critical deficiencies before full-rate production.
