Almost everyone has heard the term simulation, but who knows what it really means? Is simulation represented by a wargaming effort, such as Pacific Air Forces (PACAF) units participating in a TEAM SPIRIT exercise? Or, is a better example provided by a C-5 aircrew practicing emergency procedures in a cockpit mockup? Perhaps simulation is best demonstrated by somebody analyzing a computer-based model to determine the expected number of backorders of some reparable item for the Joint Strike Fighter? Whatever simulation means, the military seems to think it is worthwhile. A few examples: Joint Vision 2010 specifically cites simulation as a method of improving training realism, promoting readiness and assessing operations concepts. The DoD Directive for defense acquisition requires that "modeling and simulations shall be used to reduce the time, resources, and risks of the acquisition resources. Finally, the DoD has established a modeling and simulation master plan and an entire organization to address simulation issues.

The Autonomic Logistics System Simulation (ALSim) model was developed to provide decision makers a tool to make informed decisions regarding the Joint Strike Fighter's (JSF) Autonomic Logistics System (ALS). The ALS provides real- time maintenance information to ground maintenance crews, supply depots, and air planners to efficiently manage the availability of JSF aircraft. This thesis effort focuses on developing a methodology to model the Prognostics and Health Management (PHM) component of ALS. The PHM component of JSF monitors the aircraft status. To develop a PHM methodology to use in ALSim a neural network approach is used. Notional JSF prognostic signals were generated using an interactive Java application, which were then used to build and train a neural network. The neural network is trained to predict when a component is healthy and/or failing. The results of the neural network analysis are meaningful failure detection times and false alarm rates. The analysis presents a batching approach to train the neural network, and looks at the sensitivity of the results to batch size and the neural network classification rule used. The final element of the research is implementing the PHM methodology in the (ALSim).

The F-35 Lightning II, also known as the Joint Strike Fighter (JSF), is the Dept. of Defense¿s (DoD) most costly and ambitious aircraft acquisition, seeking to simultaneously develop and field three aircraft variants for the Air Force, Navy, Marine Corps, and eight international partners. The Committee on Modeling and Simulation Enhancements for 21st Century Manufacturing and Acquisition was formed by the NRC in response to a request from the Defense Modeling and Simulation Office (DMSO) of DOD. The committee was asked to (1) investigate next-generation evolutionary and revolutionary M&S capabilities that will support enhanced defense systems acquisition; (2) identify specific emerging design, testing, and manufacturing process technologies that can be enabled by advanced M&S capabilities; (3) relate these emerging technologies to long-term DOD requirements; (4) assess ongoing efforts to develop advanced M&S capabilities and identify gaps that must be filled to make the emerging technologies a reality; (5) identify lessons learned from industry; and (6) recommend specific government actions to expedite development and to enable maximum DOD and U.S. commercial benefit from these capabilities. To complete its task, the committee identified relevant trends and their impact on defense acquisition needs; current use and support for use of M&S within DOD; lessons learned from commercial manufacturing; three cross-cutting and especially challenging uses of M&S technologies; and the areas in which basic research is needed in M&S in order to achieve the desired goals for manufacturing and defense acquisition.

The Department of Defense should stick with its winner-take-all strategy to develop and produce the Joint Strike Fighter (JSF). But as a hedge to ensure later versions of this next- generation aircraft-which is slated to become the workhorse fighter for the Air Force, Navy, and Marine Corps-have the most effective and innovative sensor, computer, and software technologies, the Pentagon should consider spending money to keep a second developer and producer of these vital electronics components in the market. Such an investment in a second producer of such missions systems, the electronics eyes and ears of the JSF, could be relatively modest. But it would provide future decision makers with the option to competitively develop a second mission system source when and if it were needed. So concludes this study of competitive strategies for the Joint Strike Fighter. Performed over the summer and early fall of 2000, we examined both near and long-term competition options, some in more detail and more quantitatively than others, constrained only by the available time (about four months). Throughout the study we obtained critical information from the competing program contractors and the Joint Strike Fighter Program Office. while much of that information was considered competition sensitive by the firms, in this report we present only our own analysis and conclusions, thus permitting unrestricted distribution.

The objective of this initial research is to develop a high fidelity, physiologically valid, multi-role tactical training test bed. The test bed will serve future efforts to develop the methods and instrumentation required to assess physiological impacts and reactions to high fidelity tactical simulation environments that incorporate g-loading cues. This is the first and only phase of the planned three phases of work that was funded. As part of the Phase 1 effort, site visits by key research and development experts were exchanged with a team of 711 HPW/RHA researchers and subject matter experts going to the Environmental Tectonics Corporation (ETC) facilities, and a team of ETC engineers came to Mesa, Arizona. The site visits initiated detailed discussions on a variety of requirements for improving flight models, visual representations, and cockpit functionality of simulation-based environments that incorporate physiological cues for application to high performance, multi-role, tactical operations. In addition, there were continued discussions related to examining and defining requirements for integrating physiologically enhanced simulation environments with fixed-based, no motion networked high fidelity distributed mission operations training.
