This monograph seeks to determine if the moral detrain of battle for guerrilla soldiers is different from that of conventional soldiers. The works of classical and contemporary military theorists address various factors that impact on the moral domain of battle for the individual soldier. These works discuss the moral domain almost exclusively from the perspective of conventional soldiers. As the United States faces the challenges of the post-Cold War world, the likelihood of military intervention in conflicts involving guerrilla warfare may increase, if established moral domain theory does not apply to guerrilla warfare then new paradigms addressing the guerrilla merit investigation. Understanding what motivates the guerrilla soldier in combat will assist the U.S. Army in the development of tactics, techniques and procedures to defeat guerilla movements. This study focuses on rural-based guerrillas in combat at the tactical level of war. The evidence includes a review of theory on the moral domain and case studies on the guerrilla forces of the Yugoslavian Partisans (1941-44) and the Viet Cong (1960-75). Classical and contemporary theories describing the moral domain of conventional soldiers provide a base line for comparisons with guerrilla fighters. The monograph employs Anthony Kellett’s “factors affecting combat motivation” as criteria in a comparative analysis of the guerrilla’s moral domain. Those factors are: importance of the primary group; unit esprit; manpower allocation; socialization; training; discipline; leadership; ideology; rewards; preconceptions of combat; aspects of combat; combat stress; and combat behavior. The monograph concludes that Kellett’s factors and much of the classical moral domain theory do apply to the guerrilla. However, while the basic construct is applicable, the nature of some factors is significantly different. The Monograph explores these differences and their implications for counterguerrilla doctrine.

A Fascinating Analysis Based on Newly Declassified Documents from the Former USSR and Communist Bloc On October 23-24 and November 3-4, 1956, the Soviet Union invaded Hungary to reassert strict communist rule. The First Domino: International Decision Making during the Hungarian Crisis of 1956 is the first analytical monograph in English drawing on new archival collections from East bloc countries to reinterpret decision making during this Cold War crisis. Johanna Granville selects four key patterns of misperception as laid out by Columbia University political scientist Robert Jervis and shows how these patterns prevailed in the military crackdown and in other countries' reactions to it. Granville perceptively examines the statements and actions of Soviet Presidium members, the Hungarian leadership, U.S. policy makers, and even Yugoslav and Polish leaders. According to Granville, Soviet first secretary Nikita Khrushchev zigzagged ineptly between policy options with apparently little or no analysis of costs and risks, permitting Moscow's Eastern European satellites at times to subtly manipulate the Kremlin's decision making. Granville's discussions of Polish policy, Yugoslav actions, and the arduous process of normalization after the uprising show that the Soviets were preoccupied with stemming what many of them construed as a Western-encouraged attempt to undermine Eastern Europe's communist regimes. Granville concludes that the United States bears some responsibility for the events of 1956, as ill-advised U.S. covert actions may have convinced the Soviet leaders that the United States was attempting to weaken Soviet hegemony over Eastern Europe, although the Eisenhower administration actually intended only to sow confusion and dissatisfaction. This masterful study leads to the conclusion that the Hungarian Crisis in 1956 was most likely sustained by self-perpetuating misperceptions and suspicions among key countries. In short, Granville's multi-archival research tends to confirm the post-revisionists' theory about the cold war: it was everyone's fault and no one's fault. It resulted from the emerging bipolar structure of the international system, the power vacuum in Europe's center, and spiraling misconceptions.

The atrocities and mass murders committed by Josip Broz Tito's Partisan units of the Yugoslav Army immediately after the Second World War had no place in the conscience of Socialist Yugoslavia. More than once, the annual Croatian commemoration of the Bleiburg victims was subject to attacks carried out by the socialist Yugoslav state. Abroad in the West, on Austrian soil, the Yugoslav secret service (UDBA) did not shy away from murdering the protagonist of the Croatian memory culture, Nicola Martinovic, as late as 1975. The official history was aligned with a firm interpretational paradigm that called for a glorification of the anti-fascist "people's liberation resistance." With the breakup of Yugoslavia and its socialist regime in 1991, the identity-establishing accounts of contemporary witnesses, which had mainly been cherished in exile circles abroad, increasingly reached public awareness in Croatia and Slovenia. In the 1990s Croatia witnessed the emergence of a memory that had been suppressed by the socialist-Yugoslav regime—namely the Bleiburg tragedy. The situation in Slovenia was similar in terms of identity and remembrance culture. Among the Slovenes, the communist crimes committed during the turmoil are known as the drama of Viktring or the Viktring tragedy, named after the largest refugee camp of the Slovenes. Reports on the communist postwar crimes and on the countless discoveries of mass gravesites have also begun circulating in the media of the German-speaking world in the last few years. Florian Rulitz's meticulously researched book, now available for the first time in English, provides a corrective to the historical memory that had been previously accepted as truth. Rulitz focuses on two essential questions. First, did the so-called "final encirclement battles" indeed occur in Carinthia in the Ferlach/Hollenburg/Viktring and Dravograd/Poljana/Bleiburg areas, resulting in military victories for the Yugoslav Army? Second, were the battles after the capitulation fought by the refugees with the aim of reaching the British-controlled areas in Carinthia? To answer these questions, Rulitz presents a detailed reconstruction of those days in May 1945. He furthermore considers the question of the murders on Austrian territory, which were hushed up in Partisan literature and presented as casualties of the final military operations. This groundbreaking study will interest scholars and students of modern European history.
