Gómez El General Juan Vicente Gómez se inició en la vida pública cuando Venezuela, después de largo periodo de paz, debido al triunfo de la revolución acaudillada por el general Guzmán Blanco y al talento y a la energia de éste, volvia fatalmente a sufrir los desastres de nuevas guerras intestinas. Para la época se llegó a creer, con la fácil credulidad a que son tan susceptibles los pueblos como los individuos rodeados de un ambiente de prosperidad y bienestar común, que no se derramaría más sangre en contiendas fratricidas y que el régimen civil, establecido ya con los gobiernos de los doctores Rojas Paúl y Andue za Palacio, era una de las mayores garantías para evitar aquellos males. Prejuzgaba la candorosa conñanza de los dirigentes de entonces que el militarismo e' indole belicosa de los venezolanos habían amenguado merced a los hábitos de paz y de orden que metódica y gradualmente venian practicándose, y que tanta riqueza acumulada y el equili brio de tantos intereses en acción eran parte muy princi pal a contribuir para que aquella situación fuera estable. El propio Presidente Doctor Andueza Palacio dió por res puesta a uno de sus'amigos que le advirtió los peligros que podía acarrearle el plan de vigencia inmediata a las refor mas constitucionales ya sancionadas, estas frases de cam pechano humorismo que son el mejor testimonio de aque lla optimista credulidad: Conve'nzase, aqui no pelean ahora ni los gallos; hay que traerlos de fuera.
