El lector tiene entre sus manos el primer volumen de las Obras Escogidas de Julio Cotler dedicado a sus estudios tempranos sobre las relaciones entre mundo rural y el régimen político. Los textos abarcan de 1957 a 1970 y ya en ellos se percibe la intersección entre antropología y ciencia política que marcaría toda su carrera. Por primera vez aparece una metáfora que resultará clave en su interpretación de la sociedad peruana: el triángulo sin base. Cotler sostiene que el campesinado, y por extensión las clases populares, carecen o poseen muy débiles vínculos horizontales, lo que les impide actuar de forma coherente con sus intereses. Por el contrario, su encuadre social estaría definido por vínculos verticales que permiten a las élites ejercer el poder mediante estrategias de clientelismo y patronazgo. Esta caracterización de la sociedad peruana es fruto de una mirada profunda a las estructuras y las dinámicas de las clases sociales en el país. The largest rebellion in the history of Spain's American empire—a conflict greater in territory and costlier in lives than the contemporaneous American Revolution—began as a local revolt against colonial authorities in 1780. As an official collector of tribute for the imperial crown, José Gabriel Condorcanqui had seen firsthand what oppressive Spanish rule meant for Peru's Indian population. Adopting the Inca royal name Tupac Amaru, he set events in motion that would transform him into Latin America's most iconic revolutionary figure. Tupac Amaru's political aims were modest at first. He claimed to act on the Spanish king's behalf, expelling corrupt Spaniards and abolishing onerous taxes. But the rebellion became increasingly bloody as it spread throughout Peru and into parts of modern-day Bolivia, Chile, and Argentina. Charles Walker immerses readers in the rebellion's guerrilla campaigns, propaganda war, and brutal acts of retribution. He highlights the importance of Bastidas—the key strategist—and reassesses the role of the Catholic Church in the uprising's demise. While leftist governments have been elected across Latin America, this 'Pink Tide' has so far failed to reach Peru. Instead, the corporate elite remains firmly entrenched, and the left continues to be marginalised. Peru therefore represents a particularly stark example of 'state capture', in which an extreme concentration of wealth in the hands of a few corporations and pro-market technocrats has resulted in a monopoly on political power. Post the 2016 elections, John Crabtree and Francisco Durand look at the ways in which these elites have been able to consolidate their position at the expense of genuine democracy, with a particular focus on the role of mining and other extractive industries, where extensive privatization and deregulation has contributed to extreme disparities in wealth and power. In the process, Crabtree and Durand provide a unique case study of state development, by revealing the mechanisms used by elites to dominate political discussion and marginalize their opponents, as well as the role played by external actors such as international financial institutions and foreign investors. The significance of Crabtree's findings therefore extends far beyond Peru, and illuminates the wider issue of why mineral-rich countries so often struggle to attain meaningful democracy.

This book is an extended argument on the "coloniality" of power by one of the most innovative scholars of Latin American studies. In a shrinking world where sharp dichotomies, such as East/West and developing/developed, blur and shift, Walter Mignolo points to the inadequacy of current practice in the social sciences and area studies. He introduces the crucial notion of "colonial difference" into study of the modern colonial world. He also traces the emergence of new forms of knowledge, which he calls "border thinking." Further, he expands the horizons of those debates already under way in postcolonial studies of Asia and Africa by dwelling in the genealogy of thoughts of South/Central America, the Caribbean, and Latino/as in the United States. His concept of "border gnosis," or what is known from the perspective of an empire's borderlands, counters the tendency of occidentalist perspectives to dominate, and thus limit, understanding. The book is divided into three parts: the first chapter deals with epistemology and postcoloniality; the next three chapters deal with the geopolitics of knowledge; the last three deal with the languages and cultures of scholarship. Here the author reintroduces the analysis of civilization from the perspective of globalization and argues that, rather than one "civilizing" process dominated by the West, the continually emerging subaltern voices break down the dichotomies characteristic of any cultural imperialism. By underscoring the fractures between globalization and mundializacion, Mignolo shows the locations of emerging border epistemologies, and of post-occidental reason. In a new preface that discusses Local Histories/Global Designs as a dialogue with Hegel's Philosophy of History, Mignolo connects his argument with the unfolding of history in the first decade of the twenty-first century.
