Dalam paham demokrasi, anggara negara ditentukan dari interaksi antara eksekutif dan legislatif. Stakeholder anggaran itu mewakili suara rakyat dalam merencanakan pembangunan untuk kepentingan rakyat. Anggaran merupakan manisfestasi dari interaksi stakeholdernya dalam bentuk angka. Anggaran itu tidak selalu dibaca eksistensial kebenaran, tetapi ada kalanya ditangkal skeptik untuk memungkinka n menerima reflektif melihat hiperrealitas. Konsep simbol yang mensublimasi konsep nyata. Hal-hal yang yang tak terumuskan, namun ada dan tak terelakkan. Di sejumlah komunitas, kebohongan adalah siasat yang bisa dimaklumi jika digunakan untuk menghindari konflik, menjaga harmoni, dan mematuhi aturan sosial. Sejalan dengan pernyataan Pablo Picasso bahwa “seni adalah kebohongan yang memungkinkan kita menyadari kebenaran”. Anggaran di satu sisi muatan janji politik, di sisi lain rencana kerja. Dalam perjalanannya, sebenarnya tidak harus bermakna hal yang sama, bisa berdiri sendiri, tetapi interaksi stakeholder mengandung politisasi anggaran. Politisasi anggaran ini yang melahirkan simbol-simbol kepentingan dan kekuasaan. Politisasi anggaran yang berakar pada paham pluralisme-liberalisme ini yang berkutat dalam tiga aliran besarnya, relativisme etika, budaya dan agama. Politisasi anggaran yang memburamkan suara rakyat adalah surat tuhan. Tuhan dibaca sesuatu yang dipentingkan terhadap kepentingan dan kekuasaan yang parsial. Keburaman dalam politisasi anggaran dalam tulisan ini yang disebut sebagai katarak anggaran. Anggaran yang keruh ditembus dengan nalar karena tertutup lapisan relativitas budaya dan etika. Relativisme budaya berbeda dengan relativisme etika. Relativisme etika berbicara tentang pengabaian prinsip dan tidak adanya rasa tangggung jawab dalam pengalaman hidup seseorang. Sebaliknya, relativisme budaya berbicara mengenai pegangan yang teguh pada prinsip, pengembangan prinsip tersebut, dan tanggung jawab penuh dalam kehidupan dan pengalaman seseorang. Demi kepentingan rakyat maka restorasi anggaran harus terus gencar digalakkan sehingga anggaran sebagai suara rakyat adalah suara tuhan. Tidak ada kepentingan lain yang dipentingkan kecuali demi kepentingan rakyat
